Led Cognos and Risks Development Center of 100+ engineers, managed development roadmap and delivered annual plans to product portfolio as one of the critical R&D sites worldwide.• Relocated to IBM China from IBM Canada to establish an R&D center, built and executed a growth plan with Worldwide stakeholders, grew the center to 100+ developers consisting of 5 teams from the ground up in one year, teams reached full productivity in the 2nd year.• Launched Shanghai Financial Risk Analytics Cloud, and successfully established a framework and architecture that satisfied regulatory requirements on data jurisdiction. A flagship joint technology partnership of IBM with SAIF (Shanghai Advanced Institute of Finance) and WIND (Wind Information Co., Ltd).

Joined IBM through Cognos acquisition, managed a team of 26 engineers located in Ottawa, Boston, and Beijing and transformed the team from project-oriented configuration to agile engineering (SCRUM), productivity increased by 30% and plan (forecast) accuracy improved by 20%.
