Subsequently having completed his primary education at TED Ankara College, he graduated from Middle East Technical University(METU) Computer Engineering and Mathematics Departments via High Honors Double Major Program, in 2002. Afterwards, he obtained two consecutive Master's degrees, graduating as valedictorian with 4.00 CGPA, from METU Computer Engineering and Cryptography departments, in 2004. He obtained his Ph.D. degree in Computer Engineering from METU as well, in 2012 on Privacy Preserving Data Mining. Dr. Özarar collaborated with various researchers during his doctorate degree studies at Konrad-Zuse-Institute Berlin, Max-Planck-Institute Saarland and Darmstadt Technical University. He started his career at the top CA in Middle East, namely TÜRKTRUST, where he was one of the founders, in 2004. During a decade he worked there, he concentrated on electronic and mobile signature schemes, cryptographic mechanisms and financial technology-based services. Özarar worked both as a consultant and a director in hyper-scale software projects. As one of the co-founders of the Certificate Authorities/Browsers Forum, he got the opportunity to work with the world's Internet Security doyens from Google, Apple, Microsoft and Mozilla. In 2014, he was appointed as Director of Technology at InfoSec Global Canada, a Toronto-based cybersecurity firm. He worked as a senior manager in international projects at their Toronto, Zurich, Riyadh and San Francisco offices, respectively. After working as a cyber security head architect in the Turkish National 5G Enabling Project for a year in 2019, he joined to HAVELSAN as Director of Cybersecurity. He represented Turkiye in NATO exercises by successfully managing cyber defense operations in domestic and international mission critical projects. As a result of his awarded decent studies and result-oriented projects at Turkish Defense Industry, he was included in the list of The World’s Top 25 Cybersecurity Professionals by Digital Confex in 2023. Dr. Özarar, who has solid expertise in Cybersecurity, Deep Learning, 5G-Enabling Technologies, Quantum Computation and Cloud Computing, serves as an affiliated Assistant Professor at Boğaziçi University. Dr. Özarar was appointed as the General Manager of Information Technologies of the Ministry of Treasury and Finance with the permission and signature of President of Turkish Republic on October 7, 2023.He has several book chapters, academic and commercial journal and conference publications on cybersecurity, big data and cryptography.
