The client has divided the entire US into 23 logical regions. Every region has a general agent associated to it along with a set of Career agents. There are specific zip codes which belong to every region. Once leads are loaded into Salesforce.com they get assigned to the specific General agent on the basis of the zip code of the lead. These leads in turn get assigned to the Career agent by the General agent. The Career agent goes ahead and contacts the Lead and in turn dispositions it in Salesforce.com based on the type of response.
