In this role I provide overall leadership of Environmental Compliance for the four fleets that make up the Holland America Group, including Holland America Line, Seabourn, Princess Cruises and P&O Australia. The Holland America Group operates a combined fleet 34 ships on international commercial passenger service. I am responsible for ensuring the continued execution of day to day environmental compliance and oversight of environmental operations and fleet support. I also exercise oversight of our investigation program and supporting other compliance areas within the Governance department. I represent HA Group in interactions with the Carnival Corporation & plc., with industry organizations, and with Government agencies. I maintain awareness of environmental incidents or noncompliance and provide support for the appropriate notifications to local, state, federal and international authorities, as required.

In this role I provide overall leadership of Environmental Operations for the four fleets that make up the Holland America Group, and HA Group tour operations in Washington, Alaska and the Yukon. The Holland America Group includes Holland America Line, Seabourn, Princess Cruises and P&O Australia. The Holland America Group operates a combined 42 ships, with over 36,000 employees worldwide. I oversee management of all environmental programs and ensure regulatory compliance. I represent HA Group in interactions with the Carnival Corporation & plc., with industry organizations, and with Government agencies. I maintain awareness of environmental incidents or noncompliance and provide support for the appropriate notifications to local, state, federal and international authorities, as required. I consult on, and support, environmental incident investigation and response, track non-conformities and develop processes to monitor the status and performance of pollution prevention equipment.

In this role I supported the National Geospatial Intelligence Agency on a contract as a Privacy and Data Protection consultant to the Office of Intelligence Oversight and Compliance. I supported the Senior Component Official for Privacy (SCOP) in the development and implementation of a strategic privacy program plan, with a consistent overall approach to privacy policies and processes, and identification and mitigation of privacy risks. I developed proposed guidelines or other Agency policy statements to enhance data protections and privacy rights of individuals under the organization’s authority. I worked with a diverse team to analyze and ensure compliance with privacy laws and requirements, and effectively communicate requirements, risks and recommendations to staff at all levels of Agency.Key Accomplishments:• Key architect of a comprehensive revision to the NGA Privacy and Civil Liberties Program policy, merging four legacy policy documents into one cohesive product. Dramatically improved policy on Privacy Incident Response Procedures, and drafted all new Procedure on Amendment of Privacy Act records. • Reviewed and updated a draft NGA e-mail communication to address employees impacted by the recent tax law change impacting the tax status of Permanent Change of Station move entitlements. Supported the NGA Financial Management Bureau to communicate in a timely manner with current and former employees to get revised IRS W-2 forms, in order to complete their tax returns in advance of the IRS filing deadline. • Impressive legal skill and leadership facilitated timely response to several Privacy Information incidents, quickly provided guidance to mitigate data exposure, drafted interview questions to facilitate thorough incident assessment and develop lessons learned.

Military advisor to the Assistant Secretary for Political-Military Affairs on maritime security and counter-piracy issues, develops security relationships and capacity building initiatives with countries of diplomatic significance for the United States. Leads U.S. delegation to the Contact Group for Piracy off the Coast of Somalia (CGPCS) and co-chairs the inter-agency Counter-Piracy Steering Group (CPSG).

Provided expert legal advice to the Deputy Commandant for Operations and staffs to guide effective policy development and lawful execution of Coast Guard maritime law enforcement, search and rescue, marine safety and waterways management missions. Led U.S. delegation to the International Maritime Organization (IMO) Legal Committee, and supervised attorneys supporting delegations to the IMO Maritime Safety and Marine Environmental Protection Committees. Monitored Administration policies and legislative developments for practice areas. Supervised staff of 33 military and civilian attorneys and one support staff.

Responsible to provide legal advice to all Headquarters offices on appropriations law, ethics, authorities and delegations, military and civilian personnel law and policy, employment and labor law and litigation. Led staff of 11, including 9 attorneys. Monitored Administration policies and legislative developments for practice areas. Appellate Military Judge, Coast Guard Court of Criminal Appeals.

Principal legal advisor to District Commander, staff and all District to promote successful Coast Guard mission execution and support functions in a region covering three States Puerto Rico, the U.S Virgin Islands, and all operations in the Caribbean Sea. Oversees military justice, legal readiness of military members and provides counsel on environmental planning, ethics, investigations & trial support for U.S. Attorneys. Supervises 8 judge advocates, 2 civilian attorneys & 1 Reserve attorney, and 3 support staff.

Develop, clear and negotiate annual Coast Guard legislative proposals which formed the basis of Authorization bills within the Administration, and with Transportation Committee staffs in Congress. Coordinate timely information to Congress, draft “views letters” on pending bills, and coordinate review of external legislative proposals. Provided technical drafting service to Members of Congress on Coast Guard interest legislation.
