In 1997, he and his wife, Nancy Phillips, began Pac/West Communications. Since then, Paul has grown Pac/West into one of the most successful political public relations and marketing firms in the region. Paul and Nancy have built a reputation as a national leader in the arena of behavioral change, whether they be national campaigns or statewide efforts. Paul has also organized and led strong coalitions. One example is with Tektronix, Intel, Genentech, Precision Castparts, Nike, Schnitzer Steel, and Columbia Sportswear, among others, that resulted in a major and lasting overhaul of corporate apportionment taxation in Oregon.

Managed the Northwest operation of this California-based public relations firm. The primary focus of activities beyond firm management rested in managing both political campaigns and facility siting efforts. The firm was particularly successful in transportation, health care, solid waste management and waste recycling efforts. Under Phillips' leadership, the firm grew to be the 16th largest privately held public relations firm in the nation.

In late 1983, while working at Nike, Phillips was appointed to the Oregon State House of Representatives. After successfully winning two elections, Phillips left the House and was elected to the State Senate where he served two terms. In the Senate he was Assistant Majority Leader and chaired the Revenue and School Finance Committee.

Managed client efforts involving public affairs efforts in the Northwest. As a senior account leader, Phillips designed and implemented complex communications efforts on behalf of private sector clients. His emphasis focused on solid waste, recycling and facility citing.

Phillips built this Association into a powerful economic development group in Washington County. Transitioning the operation into one of Oregon’s most successful public/private partnerships, Phillips helped retain and recruit new business to the region. He managed staff and budget and he led the communications efforts.

Phillips worked directly with key NIKE executives, the personnel department and was involved in corporate outreach and public affairs efforts. While at Nike, Phillips led the effort to locate a store on Martin Luther Kind Boulevard, which was designed to “give back” to the community. This has become a very successful model program.

Phillips began his career in public service as the Deputy Ombudsman for Governor Atiyeh. Shortly thereafter, he was named State Ombudsman where he also managed the Integrity Assurance Board. His primary responsibilities were to address the issues raised by citizens regarding state government.

Phillips’ responsibilities varied as they do with any campaign. His efforts ranged from the driver to grassroots coordinator to media outreach.
