Initial Navy Flag Officer post was Deputy Commander, Combat Logistics Group Two. Then served as Deputy for Total Force Readiness, Surface and Expeditionary Warfare, Office of the Chief of Naval Operations (OPNAV N86TF), and subsequently as Battle Staff Director, heading the Crisis Action Team, at U.S. European Command Headquarters in Stuttgart, Germany during crises in Bosnia and Africa. In parallel was Commander Naval Reserve Readiness Command Region Two, a member of the Naval Surface Reserve Force Executive Steering Committee and the Joint Military Intelligence College Senior Officer Advisory Panel. Chaired Commander Navy Reserve Force Policy Board in 1996 and then Secretary of the Navy National Navy Reserve Policy Board 1997-98. In 1997, Rear Admiral Paddock was recalled to active duty to serve in Portugal as Deputy Commander & Chief of Staff to NATO’s Commander in Chief Iberian Area Atlantic, an operational level Combined Joint Flag post, continuing as Chief of Staff when the command was upgraded to NATO Regional Command, SOUTHLANT
