Oct 2013 - Dec 2013

Senior Scientist/Project Manager

At Tobins, I project managed approx. 12 planning applications, 2 waste licence and 7 waste permit applications. I also project managed the production of 8 accompanying EISs and 9 environmental reports for various waste facilities, quarries, commercial and residential developments and agricultural facilities. In addition to project managing and drafting EIS reports, my responsibilities also covered the drafting of individual soil and water sections which involved desk based and field based work. The desk based work involved a review of soil, subsoil, geological and hydrogeological and hydrological mapping and data. The level and type of field based site investigation work would generally depended on whether the site was a ‘greenfield’ or ‘brownfield’ Drawing on my experience with Dames & Moore, I developed Tobin's contaminated site investigation and risk assessment business. I project managed a number of Detailed Quantitative Environmental Risk Assessment(s) (DQRA) of brownfield sites (e.g. former petrol retail site, railway & timber treatment yards, Iron Foundry Works, fertiliser storage silo, former heavy industry sites, etc). Each project involved comprehensive site investigation work followed by the interpretation of analytical data, reporting on the nature and extent of contamination at the site and the making of recommendations on the most appropriate remediation measures for dealing with the contamination present together with cost estimates. The Contaminated Land and Exposure (CLEA) Model was used to determine Soil Guideline Values (SGVs) for the safe clean-up of each site.

Aug 1999 - 2006

Staff Scientist

Dublin, Ireland

I returned to Ireland in April 1996 and took up a Junior Scientist position in Dames & Moore. My career started with basic site investigation work (trialpitting, Phase I Auditing, etc.) using BS5930 Code of Practice for Site Investigations which is recognized as the relevant standard for soil classification within geological and engineering consulting practices in Ireland. As a staff scientist, my work later developed into detailed contaminated site (i.e. soil and groundwater) investigation and risk assessment/due diligence. My area of work gradually crossed into hydrogeology at this time with ‘in house’ and ‘on-the-job’ training provided by Dames & Moore senior staff for well drilling (i.e. Shell & Auger, Air Rotary, Window Sampling, etc), piezometer installation, falling/rising head testing, landfill monitoring, and surveying. My risk assessment work involved initially the assessment of contamination against Generic Risk Based Criteria and later the use of site specific Detailed Quantitative Risk Assessments. This type of work typically involved the formulation of a remedial plan for the clean-up of a site. My remediation background proved to play a part in being given increased responsibility (i.e. project co-ordination, etc) and regular work on remediation projects with a particular emphasis on bioremediation solutions. My work also involved the design, supervision and the installation of product (i.e. NAPLs, etc) recovery systems (i.e. pump & treat, soil vapour extraction, bioslurping, skimming, etc). I also developed field scale bioremediation skills (i.e. field bioreactor & microbial culture vessels set-up, terraventing, etc) through on-the-job experience and liaison and supervision of site bioremediation contractors.
