Pam founded Partners4Housing to provide a better way for families of people with IDD to find roommates and set up shared housing solutions. Her career has spanned 30 years in special needs and IDD housing, and she is an acknowledged expert in her field. As housing coordinator in Seattle, she assisted 450 people with IDD with their move into housing over a 5-year period and has an in-depth working knowledge of how to help people navigate SSI, SSDI, State Residential Support, Medicaid-funded personal care services, supported employment income, and Section 8 housing subsidies."I've been called an indomitable problem-solver. Assisted people with disabilities to access affordable housing programs (Section 8, Public Housing, HUD funded units, tax credit set-asides, bond financed units, non-profit owned). Coordinated referrals to King County's HASP program for KCDDD and the Department of Social and Human Services/Developmental Disabilities Division (DSHS/DDD). Completed Section 8 paperwork, prepared reasonable accommodation requests, advocated on behalf of applicants, negotiated with landlords to secure housing, provided all assistance necessary to help clients secure and maintain their vouchers and their housing. Managed the DSHS/DDD referral process for KCDDD's project-based housing units. Created and managed KCDDD'S Emergency Housing Assistance Fund. Collaborated with other County departments, case managers, the Committee to End Homelessness, and community-based organizations to ensure that people with disabilities had access to affordable housing and the supports they need to live independently.

Provided technical assistance to County project managers and sponsor agencies in evaluating proposed housing and community development projects that involve acquisition of properties with existing tenants, including determination of applicable laws and approval of relocation budgets and schedules. Managed tenant notification, determined eligibility, and calculated benefits for acquisition of projects that involved existing tenants.Conducted relocation training for agency and local government staff. Participated in the evaluation and selection of applicants for housing funding and other County financial assistance. Provided information about housing programs and projects to community members, elected officials and staff, and other interested parties. Prepared contracts and related documents such as covenants, mortgages, and promissory notes; audited and processed invoices for payment, monitored project performance through site visits and annual reporting.
