 Responsible for managing chemical, distillery and environmental projects with multiple stakeholders for project execution and completion. Coordinating development of Process Flow Diagrams, Mass and Energy Balance, Piping and Instrument Diagrams, Piping Isometrics, Relief Valve Calculations, Equipment Sizing, Foundation and Structural Support Drawings and Electrical Drawings to meet client’s needs. Activities involve development of Specifications, Request for Quotes and bid tabulations in multiple process areas. Completing Environmental Permit applications for water treatment, storm water and air permit applications and providing compliance options for clients exceeding permit limitations. Developing templates for environmental permit applications and record keeping requirements. Mentoring mechanical and chemical engineers to complete environmental permit applications and comply with environmental requirements.

 Responsible for conducting site visits, performing relief valve calculations, environmental calculations/determinations, conducting distillery design calculations and coordinating project schedules. Conducted pressure drop calculations for piping thermal expansion, pump and heat exchanger isolation and fire case scenarios with recommendations on continuing operation or replacement of pressure relief valves and piping modifications, as needed. Performing environmental calculations on permit applications, including permit determinations and regulatory applicability. Active team member in distillation design calculations including mass balance for multiple streams, new equipment and building layout formations, pump calculations and evaluation of utilities necessary to operate a distillery.

 Responsible for developing and implementing capital project improvements in multiple production areas in compliance with Safety Standards: Phenolic Resin and Formaldehyde Production; Wastewater Treatment Facility; Chemical Blending and Phenol/Methanol Recovery Operations. Instrumental in control system logic migration from PROVOX to Delta V. Continuous improvement with Six Sigma utilization, 5S principles and financial savings in all production areas of plant. Initiated and implemented Management of Changes for assigned areas, including areas in Process Safety Management program. Coordinated and participated in Process Hazard Analysis for Phenolic Resin Reactor Systems and Formaldehyde Production plants. Implemented and participated in project teams to optimize product cycle times and quality and assisted Research and Development with scale-ups of developmental products. Conducted multiple ISO Quality internal audits in production areas.

 Responsible for ensuring compliance with all applicable environmental regulatory requirements for Formaldehyde and Phenolic Resin Manufacturing facilities including: overseeing the development of updating Clean Air Act Title V (Title V) operating permit application (Applicable requirements include New Source Performance Standards (NSPSs), Maximum Achievable Control Technology standards (MACTs), and Jefferson County regulations); developing/negotiating Notice of Violation allegations with regulatory authorities; oversight of performance and/or emissions stack testing; operation of the facility’s Wastewater Treatment Plant (WWTP) (Supervision of consulting engineer and four WWTP operators); compliance with wastewater discharge permit and Best Management Practices (BMP) plan; compliance with Resource Conservation and Recovery Act (RCRA) requirements (Satellite and 90 day storage areas, profiling and manifesting hazardous and non-hazardous waste for disposal); oversight of subsurface remediation measures (Supervision of consulting engineer); implementation of Hazardous Waste Contingency plan, Stormwater Pollution Prevention (SWPP) plan, Groundwater Protection (GWP) plan, Spill Prevention Control and Countermeasures (SPCC) plan; Oil Pollution Act 1990 Certification; Emergency Planning Community Right-To-Know Act (EPCRA)/Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) reporting (Release/spill, 311, 312 and 313); environmental training of facility associates; manage 1.2 million budget.

 Projects include project oversight for developing Title V Operating Permits for sources in state of Missouri. Duties include: supervising ten engineers; developing templates for Title V Operating Permits and standard wording for specific State and Federal regulations; developing Operating Permit review procedures and implementation agreement with Local Agencies; developing Section 112(j) review procedures; revising Title V Operating Permit Forms and Instructions; coordinating operating permit efforts with enforcement section, regulated industry, consultants and new source review unit; representing operating permit interests on Governor’s Streamlining Efforts – Missouri Results Initiative – Operating Permits; implementing Governor’s Streamlining recommendations for Operating Permits.

 Projects include establishing compliance with Title V Operating Permits for sources in state of Missouri. Duties include: developing reporting forms and instructions for annual compliance certification and semi-annual monitoring reports for Title V Operating Permits; developing a database to track reports and compliance status required by Title V Operating Permits; developing Compliance Assurance Monitoring (CAM) review procedures; reviewing CAM plans; determining those Federal and State regulations applicable to each source; developing standard wording for specific Federal and State regulations; coordinating enforcement efforts with permit section, regulated industry and consultants; developing compliance plans; enforcing State and Federal regulations; acting workgroup coordinator on Hazardous Waste Combustors MACT with Hazardous Waste Program.

 Projects include writing Title V Operating Permits for sources in state of Missouri. Duties include: determining Title V Operating Permit applicability; determining those Federal and State regulations applicable to each source; developing standard wording for specific Federal and State regulations; determining those monitoring, record keeping and reporting requirements necessary to demonstrate continuous compliance; coordinating operating permit efforts with construction permit unit and enforcement section in assisting installations not in compliance with regulations to develop a compliance plan to attain compliance; coordinating operating permit efforts with MACT workgroup; acting workgroup coordinator on Hazardous Waste Combustors MACT with Hazardous Waste Program.

 Projects include detailed analysis of MACT standards proposed and promulgated by Environmental Protection Agency. Duties include: commenting on proposed rules; determining those sources in Missouri affected by each standard; using engineering judgement and calculations to develop source specific worksheets to calculate air emissions; inventorying emissions of affected sources in Missouri; using engineering judgement and calculations to evaluate process flow diagrams to determine validity of facility reported air emissions; coordinating technical support efforts with permitting, enforcement and planning sections to determine best course of action for facilities to meet required standards.
