Senior Program Advisor, Ofccp
Pam served as a Senior Advisor to the Department of Labor’s Office of Federal Contract Compliance Programs, which enforces civil rights and affirmative action obligations of federal contractors. She provided strategic guidance on the agency’s enforcement and outreach programs and managed a team of Program Advisors. She supported the agency's field investigators with technical assistance and training on discrimination cases, working closely with the in-house economists and statistical experts. She led the development and implementation of OFCCP's 2013 investigative guidelines to assess federal contractor pay systems and practices for potential sex and race discrimination. She also served as a technical subject matter expert for the agency’s recent proposed rule to collect contractor pay data. While on detail to the Department’s policy office she authored a report on paid leave costs and benefits. During her tenure she was involved in agency management activities including the operating plan, budgeting, communications and leadership development.
