Pam served as a Senior Advisor to the Department of Labor’s Office of Federal Contract Compliance Programs, which enforces civil rights and affirmative action obligations of federal contractors. She provided strategic guidance on the agency’s enforcement and outreach programs and managed a team of Program Advisors. She supported the agency's field investigators with technical assistance and training on discrimination cases, working closely with the in-house economists and statistical experts. She led the development and implementation of OFCCP's 2013 investigative guidelines to assess federal contractor pay systems and practices for potential sex and race discrimination. She also served as a technical subject matter expert for the agency’s recent proposed rule to collect contractor pay data. While on detail to the Department’s policy office she authored a report on paid leave costs and benefits. During her tenure she was involved in agency management activities including the operating plan, budgeting, communications and leadership development.

Prior to joining DOL, Pam was Of Counsel to the law firm of Mehri & Skalet PLLC, where she represented plaintiffs in employment discrimination class actions at the trial and appellate court levels. She served as a key member of the litigation and settlement team in Abdullah v. The Coca-Cola Company, a landmark case providing record financial and innovative programmatic relief to thousands of African-American class members for pay and promotion claims. During her tenure at M&S, she developed substantial expertise in handling supporting and opposing expert testimony in the areas of economics, statistics, sociology and psychology -- including analyzing and critiquing data, methods, and use of the research literature. She managed litigation teams and supervised junior attorneys, paralegals and staff, and developed the firm's intake program and its first e-discovery protocols. She has been actively engaged in the development of relevant federal law, rules of procedure, and regulations and authored several amicus briefs filed in major cases.

As Public Policy Director, Pam organized grassroots lobbying campaigns, drafted legislation, testimony and briefing materials, worked in coalition with other local, state and national organizations, served as media contact and managed the DC Policy Office. She was significantly involved in the advocacy campaign to add gender to proposed federal hate crimes legislation.
