• Facilitated the development of enterprise strategic plan priorities, IT service performance frameworks, and first-generation executive leadership project portfolio reporting.• Authored analyses and proposals for the Vice President for Information Technology to initiate program actions for ERP staffing models, Talent Management and IT Governance strategies, and Enterprise Applications organization staffing.• Led a multi-stakeholder pilot project, exploring an IT skills and competencies tool, to understand and support IT workforce professional development.

• Designed and facilitated the university strategic planning process for Information Technology Services and enabled university IT leaders to understand and plan for the downstream impact of college, campus, and administrative unit strategic initiatives. • Developed the first facilities program and network strategy resulting in optimized building usage and 750 staff relocations to new and renovated buildings. • Negotiated space and funding for housing Penn State IT inventory operations.

Created the first centralized financial office for multi-unit Information Technology Services. • Delivered a strategic view of the $110M budget and expense portfolio including planning and operations, cost of services, and IT Fee models. • Led 18 staff members to improve processes by increasing operational and reporting capabilities.• Facilitated successful University budget requests by developing sustainable IT budget modeling and by building relationships with central financial offices.

• Crafted the Associate Treasurer and Financial Assistant positions to meet organizational need, and advanced to Financial Officer. • Planned and managed a $15M budget and advised college dean and department heads on budget planning and financial operations.• Significantly improved financial reporting during the development of Penn State World Campus.• Managed student organization financial operations and systems within Student Affairs.
