Derived from deviations in project execution, we carried out the implementation and continuous improvement of the Project Development System (SIDP) within Petroleos Mexicanos; composed of criterias, procedures, practices and tools that define our Project Development Process, divided into three stages; Definition, Execution and Expost Evaluation, the first is done through approval gates and using the Front-End Loading methodology (FEL), where the project team develops progressively several deliverables ensuring reach a project right definition.Then the project is approved and funded for execution. In this stage, we used methodologies to oversight the project budget, schedule, scope of work, and other requirements; finally, during the evaluation stage “ex-post”, we verify compliance with the project objectives set at the beginning, mandatories for the business. Training and Implementation of planning and execution tools developed by the Construction Industry Institute (CII®) to Pemex projects. Implementation and standardization of Primavera Project Planner (P6®) as tool for projects control.Instructor in a Project Management Workshop imparted at the Nacional University of Mexico (UNAM) in order to fullfill the program of improving skills for project execution in Petroleos Mexicanos. Responsible for preparing cost estimates, financial requirements, payment schedules and cost benefit analysis for industrial plant projects (private and public sector).

EPC cost estimator for industrial and oil & gas projects, obtaining the total costs of integrated projects, earnings and expenses vectors based on payment conditions (owners/suppliers), as well as the time and terms of permanent equipment delivery, the definition of payment schedules, calculations of working capital and the financing, among others. Responsible for determining management reserves amount, contingencies, advance payments and utilities, as well as calculating the economic feasibility of project implementation. Responsible for the design and implementation of the "Integra System", created to calculate detailed cost estimates (class II), thus, to achieve this, we merged historical cost databases, bids, contracts and other relevant sources of information that were able to contribute to the estimations statistical analysis (sanity check). Use of several methodologies (such as: Guthrie-Lang, Nelson Cost Index, Chemical Engineering Plant Cost Index Methodologies) to develop project cost estimates for companies like: BASF, Schering Plough, CFE, Telmex, Temex, Syntex, Enron, ABB, Univex, Negromex, ISPAT, GM, Chrysler, Caribbean Ispat Ltd, Indelpro, MWK, Ecopetrol, Petrobras, Pemex, YPF, Petroindustrial, Mexican copper, Meximet Hylsa, Eastman, Indian Refining, Plaster Pan, General Electric, among others.Earned Value Management (ANSI EIA-748) implementation in pilot projects to monitor their performance through KPIs and obten estimated at completion time and cost, Also man-hours control per discipline to support engineering projects for Tereftalatos Mexicanos, Mexicana de Cobre (Cananea) and West Lake Polimers projects.
