The San Francisco Bay Area Rapid Transit (BART) Business Advisory Council (BAC) was established in 2010 to enhance the participation of small businesses in BART’s contracting opportunities. The council provides input on BART's policies and procedures, aiming to make procurement processes more transparent, inclusive, and efficient. It specifically focuses on identifying and removing barriers that small businesses, including minority-owned, women-owned, and disadvantaged enterprises, face in securing contracts. In fiscal year 2023, BART reported awarding over $150 million in contracts to small businesses, reflecting a 20% increase from the previous year.The BAC also plays a crucial role in facilitating better communication between BART and the business community. It disseminates information about upcoming contracting opportunities and relevant workshops or events and offers feedback to make procurement processes more user-friendly. In 2022, the BAC helped organize over 25 outreach events and workshops, attended by more than 1,000 small business representatives. Additionally, the council promotes networking and partnerships between small businesses and larger contractors, fostering subcontracting opportunities and supporting mentorship programs to help small businesses build capacity. As a result, the number of small business subcontractors in BART projects has grown by 15% over the past year.By ensuring that BART complies with regulations and promotes best practices in public procurement, the BAC helps create a fair and supportive environment for small business growth. The council's efforts contribute to a more inclusive economic landscape in the Bay Area, benefiting both BART and the region's diverse business community.

We focus on mentoring startups who are solving systemic problems such as healthcare and financial inclusion to sustainability and retail platforms, through the use of advanced technologies.

— Co-drafted the public-private partnership enabling the first multi-state Hyperloop system in United States (Great Lakes Megaregion). — Co-launched the public-private partnership enabling the first Hyperloop system in Latin America and our first Logistics Innovation Center in the region (Minas Gerais, Brazil, 2018).— Identified and structured public-private R&D and partnership opportunities with consortium partners including academia, manufacturing and telecom industries, government entities, and Silicon Valley stakeholders (NASA Ames, Inter-American Development Bank, Singularity University and others).— Advised on governmental and regulatory affairs to help craft advantageous strategies for the implementation of HTT’s technologies in key markets and solidify its competitive positioning.

Youngest appointed member in the first FAA Drone Advisory Committee, established to advise the FAA on key issues related to the integration of unmanned aircraft systems (UAS) into the US National Airspace System, the busiest and most complicated airspace system in the world. The 35-member committee was also integrated by Intel, American Airlines, Amazon Prime Air, UPS, General Atomics, Lockheed Martin, and Google.

Lead the Authorization Process Committee of ICAO’s first Unmanned Aircraft Systems Advisory Group, in charge of producing a common regulatory framework that could be implemented by any country’s aviation authority, allowing the issuance of authorizations for routine UAS commercial operations guaranteeing adequate levels of safety for aircraft, people and property on the ground. The International Civil Aviation Organization (ICAO) is a specialized UN agency responsible for codifying principles and techniques of international air navigation and for fostering the planning and development of international air transport. The Committee’s recommendations were published as ICAO’s first UAS Toolkit.

Lead Matternet’s partnership with NASA under a Space Act Agreement, working in the development and testing of an UAS Traffic Management Software System to enable safe and efficient low-altitude airspace operations, also comprising airworthiness certification activities supervised by NASA’s Safety Board.

Lead the subcommittee in charge of drafting marking guidelines for small Unmanned Aerial Systems. ASTM International is an international standards organization that develops and publishes consensus technical standards for materials, products, systems, and services, having defined and set over 12,000 standards operating globally.

Matternet is the developer of the world’s leading technology platform for on-demand aerial delivery in urban environments, providing its technology platform as a service to healthcare, e-commerce and logistics organizations. It’s been invested by Mercedes Benz and Boeing. As COO & Head of Network Operations, I:— Lead the regulatory and operational process to become the first company in the world authorized for full operations of drone logistics networks over densely populated areas in Switzerland, in March 2017. — Obtained Matternet’s first FAA regulatory waiver to operate in the US, in January 2017.— Engaged with The White House Office of Science & Technology Policy, US Congress, FAA, and NASA to enact the first drone regulation in the United States, in June 2016. — Obtained regulatory permits from Civil Aviation Authorities to conduct drone delivery pilot operations in Switzerland, Germany, Bhutan, Papua New Guinea, Dominican Republic, and Malawi.— Established NASA-Matternet collaboration, striking the startup's first Space Act Agreement.— Planned and implemented Matternet’s pilot projects worldwide, including the world’s first known use of drones in Africa for improvement of HIV services in partnership with UNICEF; humanitarian initiatives with the World Health Organization in Bhutan, and Médecins Sans Frontières in Papua New Guinea; and commercial deployments with Swiss Airlines, Swiss Post, Mercedes Benz, and private pharma companies.— Lead compliance, exports, dangerous goods, commodity classifications and ITAR-related affairs in connection with pilot deployments. — Established Matternet’s first test site in the US.— In addition, I coordinated Matternet's M1 and M2 vehicle launches activities, and lead our early business development efforts bringing over $500k in grants and international organizations' procurement awards.

— Co-led the establishment of the first Constitutional Court in the Dominican Republic, the highest jurisdictional and political institution in the country, acting as Chief of Staff during its formation in 2012, and remaining as a Strategic Technical Advisor to the Chief Justice until 2013.— Worked with the country’s Supreme Court to manage the referral of 400 constitutional cases; with the Ministry of Public Administration to create the Constitutional Court’s structure and to define employees’ profiles, responsibilities and wages; in the selection of the Court’s key public officers; and in the subscription of important strategic cooperation agreements with local and international agencies. — Coordinated the implementation of e-government initiatives; lead the automation process in the Office of the Chief Justice; drafted and advised in the approval of administrative regulations, manuals, guidelines, and strategic documents, such as the First General Accountability Report after the Court’s first year of establishment.

Worked with the Public Accountability Mechanisms Initiative of the Public Sector Governance Group, as an expert reviewer for the Report on “Conflict of Interest Legislation in the Dominican Republic.”

Worked with the Reform of the Public Sector Division of the Public Governance and Territorial Development Directorate drafting integrity reports for G20 countries’ public procurement systems, and on “Prevention of Corruption in Public Procurement Systems of Latin America and the Caribbean", and “Public Sector Whistleblower Protection Legislation".

— Coordinated the Institutional Strategic Development Program for the Litigation Chamber.— Coordinated the legal handling of political parties’ affairs concerning administration of Electoral Justice and procedures, and international comparative research on political and electoral issues.— Coordinated the Electoral Law Reform Panel and the submission of recommendations to the National Congress.— Co-Edited the Electoral Jurisprudence Volumes I – IV and drafted the Final Accountability Report of the Litigation Chamber for the period 2006 – 2010.— Created and implemented an automated template-based system for procedural handling of litigation cases and legal personnel management.— Coordinated the International Legal Affairs and Technical Cooperation Commission of the Litigation Chamber.— Conducted legal advising and planning of national electoral processes.— Supervised the compliance with legal requirements for the procurement of commercial items.— Co-created the syllabus for the Electoral Law course in the Universidad Católica Madre y Maestra.

Assisted on legal advising to private sector industry sectors on foreign trade and commercial treaty administration and its impact, specially concerning the CAFTA-DR. Provided technical assistance on projects sponsored by the European Union, related to Diagnosis and Elaboration of Strategic Development Plans for Small Businesses, and to services trade missions for the Caribbean Region.
