Parker dedicates his practice to successful project development. He helps clients nationwide navigate issues arising under the Clean Water Act, Endangered Species Act, NEPA, and Migratory Bird Treaty Act. He also defends clients against agency enforcement actions and citizen suits, applying his substantive knowledge of natural resources law to craft creative, sound and successful legal strategies. He co-chairs B&D’s Project Development Practice Group and its NEPA, Wetlands, and ESA Section. Parker's experience includes: Serving as lead ESA litigation counsel to defend nine of the world’s top tire manufacturers and distributors against a sweeping citizen suit alleging unauthorized take of 24 different salmonid species in streams and rivers across the western U.S.Serving as lead wetlands permitting and ESA counsel to the developers of a world-scale $8.5 billion integrated polymers facility in east Texas. Serving as lead ESA regulatory and litigation counsel to the developers of a $7 billion interstate natural gas pipeline in the Mid-Atlantic U.S.Serving as primary ESA litigation and regulatory counsel to defend a leading biomedical company against citizen suits alleging unauthorized take of protected species from the production of endotoxin testing products which are crucial to ensuring the safety of the global supply of medical injectables.Serving as lead wetlands permitting and NEPA counsel to the developer of a 16,000-acre Texas drinking water reservoir.Serving as common counsel to upstream and midstream oil and natural gas companies in the development of one of the largest habitat conservation plans in the history of the ESADeveloping one of the first ever ESA general conservation plans to authorize take of listed species. Defending a $250 million intermodal facility and its wetlands permit against a citizen suit under the CWA and NEPA. Defending an international telecommunications company against federal criminal investigations under the ESA, MBTA and Bald/Golden Eagle Protection Act. Authoring an amicus brief cited by the Supreme Court in the infamous wetlands regulation case, Rapanos v. United States. Before joining B&D, Parker clerked at the White House Council on Environmental Quality. He also is a trained wetlands and species ecologist with years of experience obtaining jurisdictional determinations from the Army Corps of Engineers, surveying for endangered species and drafting NEPA documents. He holds a B.S. in Natural Resources from the University of the South, and he graduated magna cum laude from Vermont Law School.
