Managed a team of subject matter experts (SME) during the week-long process and negotiated with the contractor to ensure the delivery of a quality product.

Managed a team of 3 engineers and 5 life Cycle specialists responsible for NAV CANADA’s radio systems.Responsible for maintaining NAV CANADA radio systems including VHF, HF and UHF across the country. • Managed the project to implement SELCAL 32 on the Atlantic Ocean’s HF transmitters which included in-house development using COTS Radio Over IP (ROIP) equipment. Dealt with a very tight schedule due to an ICAO requirement for SELCAL 32 to be implemented before the end of March 2023.

As a product owner, organised and planned the work for the team based on corporate priorities, technical debt, and air navigation safety. Mentored Communication Engineering group members during the transition to the Scaled Agile Framework (SAFe).•Managed the RTIM Enhancement Phase 2 project to add multiple features including a satellite modem interface to the RTIM ($1.4M). Dealt with multiple delays caused by the manufacturer failing to deliver quality software. The project is still ongoing and is planned to be completed in August 2023.•Chaired a national working group involving technical experts from across the country to determine the best practices on migrating the air navigation communication network from T1 (TDM) to IP. The findings of the working group were used to implement the current migration plan. •Took over the certification process of delivering the new HF transmitters and new HRCE software in Gander. As part of a newly formed team, successfully certify the software and equipment by prioritizing the critical tasks.•Supervised engineer work on the implementation of new equipment and software to implement SELCAL 32 on VHF and HF in Gander. •Organized the COOP students’ program for the Communication group from 2016 to 2020. The group had 6 different students for a total of 8 semesters. Some of the COOP students are now part of the Communication Engineering team.

Led the certification process for the RTIM, BUCS and VRM systems from the test plan to the signature of the Product Test Certificate.•Managed two projects (BUCS OS Upgrade & RTIM Software Enhancement Phase 1) to upgrade existing voice communication systems to meet stakeholders’ requirements completed within 4 years (total of $1M). These required project proposals, contract negotiations, design acceptance tests, certification and implementation at multiple locations across the country.•Negotiated and managed conflicts with manufacturers to ensure the delivery of a quality product within a predetermined schedule.

Reviewed and coordinated impact assessments for Request for Change (RFC) on the classified networks.• Analysed more than 600 change management requests on the National Defense Classified Network a year and intervened on multiple occasions to provide solutions to problematic implementations. • Introduced a new task oriented technique which eliminated redundancy resulting in increased efficiency.• Created a standard operating procedure for new staff members that reduced the time necessary to train them on department techniques. This has since been used by four new members and reduced their adaptation time by a week each time.

Implemented new policies, standards and procedures in the squadron and in a deployed environment. Managed the IT services for the squadron by liaising with the base telecommunication section.• Exceeded all mission expectations while planning and supervising the deployment of a section of ten persons for an exercise to an austere environment which provided an optimal learning environment for the members to concentrate on their tasks.• Led a formal inquiry on a security breach regarding storage media. Implemented alternative practices that were practical, implementable and sustainable within the existing policies.

This required a project proposal, a Statement of Work, biding evaluation, and resource management in multiple locations across Canada.• Negotiated multiple contracts with civilian companies that provided the maintenance for the North Warning System telecommunication equipment while saving the government more than $50K through auditing the employee time sheets of different contractors.
