Pascal Simon is a mine action and capacity development specialist with a long professional experience in Cambodia, Lao PDR, Senegal, DRC, Tajikistan and Myanmar where he contributed to the establishment of mine action centers and mine action authorities. He also carried out short term evaluation or technical assistance missions in Democratic Republic of Congo, South Sudan, Ethiopia, Eritrea, Chechnya, Tajikistan, Sierra Leone, East-Timor, China, Afghanistan, Colombia, Pakistan, Sri Lanka, Burundi, Bosnia and Iraq. As the coordinator of the Belgian Campaign to Ban Landmines, he actively participated in the international movement leading to the adoption of the Ottawa Convention against anti-personnel mines. In mine-affected countries, he contributed to the reform of mine action institutions by working on the separation between the roles of regulators and operators. He is specialized in legal and institutional issues related to mine action as well as in linking mine action and development (prioritization and planning) as well as in the development of national mine action strategies / strategic plans. He has an extensive experience, at senior governmental level, of policy advising and institutional strengthening in the conflict prevention and recovery sector. He has also a demonstrated expertise in the coordination of development partners, setting up of aid modalities taking into account aid effectiveness principles and a good knowledge of UN funding mechanisms (cost-shared contributions, trust funds, direct execution, etc…). He is a South-East Asia specialist, with more than 20 years of experience in development cooperation in Middle East, Asia and Africa. Recently he worked as UNMAS Programme Manager in the UN Peace Keeping mission in DR of Congo before managing Danish Demining Group operations in Myanmar during the last 4 years. He is now based in Beirut.
