ascal TOUOYEM, University Professor, holder of a Doctorate in Anthropology from the prestigiousTiU, Universiteit van Tilburg, Netherlands, is a Cameroonian thinker committed to serving Africa. A civilian strategist, strategic forecaster and diplomat, he is skilled in policy analysis, leadership of peace support missions and Governments. A sworn conflict mediator, he is an associate researcher at SIPRI, the Stochkolm International Peace Research Institute in Sweden, where he works in the fields of contemporary and community conflicts, peacekeeping and global security. His academic work primarily explores the construction of African power and its relationship to the challenges of the global hegemonic transition of the 21st century within the framework of a fundamental theory: "emergentist endogenism". His scientific publications thus pursue the milestones of an Afro-centric cosmopolitan epistemology. He sits at the African Commission on Human and Peoples' Rights as Expert Member and Central Africa Focal Point of the African Union Working Group on the Rights of Older Persons and People with Disabilities.
