The ERAC is an industry association which provides participating shippers of LPG products with compliance to TDG Regulations, specifically by providing them with an Emergency Response Assistance Plan (ERAP) in accordance with Transport Canada requirements. Spectra Energy is a participant of this association and in conjunction with my employment at Spectra, I have served as a resource for the Emergency Response Assistance Canada (ERAC) plan. Specifically, I have acted as a Remedial Measures Advisor since 1992 (first with ERAC predecessor organizations such as the LPG Assistance Corporation and then the LPG Emergency Response Corporation). This role is activated in the event of a transportation emergency to respond on scene and provide LPG technical assistance to the Incident Commander, to safely remediate the incident. I have also acted in the capacity of Response Team Leader, for Spectra Energy's LPG Response Team based at Taylor BC, in the event that they are also activated in the event of a transportation emergency. This role provides oversight of product transferring, flaring and purging types of activities at the emergency scene. Since 1992, I have responded to just over 50 incidents involving either truck or rail transportation. In addition, I have represented Spectra Energy as a member of the ERAC Operating Committee since 1995.

Provide management oversight for the safe and efficient operation and maintenance of five sour gas processing facilities with a total raw capacity of approximately 380 mmscfd. Namely, West Doe Gas Plant, Pouce Coupe Gas Plant, Gordondale West Gas Plant (currently laid up), Gordondale East Gas Plant and Fourth Creek Gas Plant. This involves providing immediate oversight to teams of contract operations and maintenance personnel, as well as Operations Coordinators, for each of the respective facilities.

Two key roles. First is to provide Operations input and support for all expansion projects in the company. This involves providing direction to Operations Specialists as well as participating directly in all phases of project development and execution for processing facilities currently anticipated or actively under construction. This has included the re-activation of a 100 mmscfd sour gas plant that had been mothballed for the past 15 years, construction of a "Flowsplitter" facility and associated pipelines, as well as de-bottlenecking and expansion of an existing sour gas processing plant. The second role is to manage day to day operations and maintenance of the newly re-activated sour gas processing plant. This involves providing oversite to a team of contract operations and maintenance personnel.

Operations Manager for new Gas Processing Plant near Dawson Creek. Initially responsible for working with an expansion project team, providing operations input towards the design and construction of the facility. Responsible for recruiting and managing a team of maintenance and operations personnel during the commissioning and start-up phases. Then for the development and implementation of the programs required for long term operation and maintenance of the facility.

Provided community relations support for the application and approval phases for a new 200 MMscfd sour gas processing plant near Dawson Creek BC. Assisted in developing strategies, conducting community open houses, going door to door in rural community, participating in regulatory hearings, and contributing to project contractor selection processes.

Supervision of a team of operations and maintenance personnel, for safe and efficient operation of the company's Fort St. John raw gas gathering compressor stations. Total of 9 operating stations located in remote rural locations involving several camp based work environments. Equipment included small fuel gas plants which provided fuel for station compressors. Wide range of drivers, including Solar and Allison gas turbines, as well as IR, Clark, Wakeshau, tail drive and integral reciprocating units.

Responsible for Environment, Health and Safety compliance at a large gas processing facility in Taylor BC. Included development, implementation and administration of associated programs. Also included responsibility for site security, which involved ongoing assessments and oversite for security contractor.

Supervision for a team of maintenance personnel, at a Gas Processing complex in Taylor BC. Facility included 710 mmscfd sour gas processing facility, 600 tonne/day sulphur plant, condensate stabilization and fractionation unit, tank farm and rail/truck loading facility, 100 MW/day cogeneration plant using 2 westinghouse gas fired turbines.

Corporate emergency response planner. Responsible for domestic business units including sweet gas pipeline and compressor transmission system, raw gas gathering pipeline and compressor system and wide range of processing facilities including gas processing, sulphur products production, deep cut straddle facilities, cogeneration power plants, product stroage and loading facilities. Also responsible for assisting with ERP planning for international joint venture projects including off shore production failities in Guld of Mexico, Cogen power facility in China, and pipeline project in Australia.

Supervision of 500 tonne/day sulphur recovery plant, 400 mmscfd deep cut straddle plant, and tank farm with truck and rail loading facilities.

Sulphur Plant Operator. Startup and operation of 400 mmscfsd deep cut extraction plant with C3 and C4 fractionation.
