I am responsible for reviewing projects in execution with the purpose of understanding the “Actual Status” of the project and what issues that currently prevail that are contributing to inability to meet Project budget or Schedule. Other responsibilities are to develop an understanding of current project schedule, progress to date and project cost. Develop a view of the key risks to the FID budget and schedule; analyse & update remaining UAP and schedule contingency. Understand in particular the Brown field scope and if the Operator has planned appropriately. Review forward plans for completion of Engineering, Fabrication / Construction, MC/Commissioning/Start-up/First Production. Identify potential items for KFA consideration. Identify any new or unknown execution risks and mitigation recommendations. Identify gaps in operators reporting with recommended closure steps. Assess capability of operator’s project services organization/support. Finaly to attempt to influence the Operator or Project team to adopt proposed mitigations in order to recover schedule, prevent further slip and avoid subsequent pressure on budget.

I have multiple roles and levels of engagement including, early concept planning & estimating, oversight of “OBO” projects (Operated by others), support & guidance for ongoing EMDC projects. I have an additional role with the Construction function carrying out yard Survey’s/reviews and preparing qualitative assessments of them from a production and execution stand point.

Responsible for overseeing & directing all aspects of Project services, Contracting, Procurement, Planning, Cost control, estimating & invoicing. Much of my efforts were channelled towards preparing documentation to support FID and supporting minor contracts placed to further confirm earlier evaluation of the project economics.Prior to this later role. Responsible for the planning and monitoring of Pre-FEED and FEED stages of the Deep water gas supply pipeline system from Operators FPSO’s & Platforms to Soyo Gas Plant. My other duties include Cost Control covering the Management team, Primary Contractor and third party sub contractors. In addition to my regular duties I prepared a +/- 30% estimate for the project to go forward into FID (Final Investment Decision). This project then stalled on Angolan Government intervention.

I was responsible for planning a Hook-up & completions strategic plan from the onshore base to achieve earliest First Oil with minimum systems completed. This involved visiting the FPSO for co-ordination meetings and implementing forward plans. The carry over hours along with the offshore scope presented considerable challenges while trying to narrow the focus of the construction, Hook-up and Commissioning supervision. This strategy was successful in accelerating first oil and gas export.Until the offshore phase I was responsible for planning and cost control on Bonga Topsides Facilities; for design, construction and integration (23,000T). This involved analyzing Design Engineering & Procurement, Construction, Integration and Commissioning schedules proving correct logic drivers and appropriate workflow based on the Contracted scope of work. Monitoring progress, trending performance and productivity through the phases of design, procurement, Construction, Integration, Hook-up & commissioning. Additionally monitoring expenditure of budgets, forecasting commitments, trending variations and re-evaluating the Prime Scope Estimate. I also contributed to a separate process, compiling data for benchmarking; design, fabrication and commissioning data to help refine estimating for future project evaluation.During the tendering phase, was a member of the technical evaluation team reviewing and grading invitations to tender for the EPCIC contract for the Bonga FPSO.Other responsibilities include preparing Key Performance indicators for reporting the status of key drivers that will determine the outcome of the Project. Maintaining, trending and reporting status of the budget for the FEED and bid review team prior to Contract award. Running “Risk analysis” on selected scenario’s, forecasting Budget, CAPEX exposure, Commitments etc and auditing subcontractors control systems & procedures.

Responsible as lead planning Engineer for the planning and cost control of the Malampaya project for Shell Philippines. Member of the team that negotiated and set up the “Target Price, Risk Reward” Contract structure for the execution of the project. I prepared project procedures for the Planning, Cost Control, Procurement plan and reporting content & process to meet the needs of the project in line with the Project cycle. Further responsible for preparing and maintaining schedules for all phases of the work from Geophysical surveys through Design, fabrication, and installation. I was monitoring expenditure of budgets, forecasting final costs and preparing business plan to release future CAPEX and OPEX budgets in accordance with the Project schedule, procurement plan and sub-contracting strategy / plan.

Responsible for planning and cost control for a ‘Green field’ site (LNG) gas processing and flow station facilities from ‘SOKU’ to Bonny Terminal via export line laid through the swampland of Rivers State. Responsibilities included preparing Planning, Cost control & trending procedures, sub-contractor co-ordination, ensuring sub-contracts and procurement follow the contracting & procurement plans. Reporting progress and forecasting trends to both project team and Shell Corporately (seconded from this project to join the Malampaya Project).

The position commenced with taking on a number of small projects. These were the Scottish/Northern Ireland Gas Pipeline and a Chemical Processing Plant at Morpeth in Northumbria, making animal feeds through design into construction and commissioning. The main focus of this position was to prepare and implement appropriate working procedures for Planning, Cost control, Procurement and design change control. Seconded to join the Contract Services Project at Esso’s (Exxon) Fawley Refinery. The Contract Services Project is to ensure all specialist resources and equipment are provided in a timely manner to support shutdowns, turnarounds and routine works during the coming three years. A review of existing contracts was taken in order to understand the current situation and develop a Contracting plan to refine an approved Vendors list and to rationalize the number of Vendors and sub-contractors. The purpose here was to reduce expenditure but maintain the smooth running of the refinery. At the end of one year we had saved some £50,000,000 in costs to the refinery from rationalization of contracts and re-negotiation of rates.

Transferred from Shell Exploration Nelson Project to Shell International Holland, to assist in the commercial review of tenders, grading and short-listing of potential Sub Contractors. Following on and prior to the establishment of the project team, prepared the project procedures for the Planning, Cost Control and Procurement plan. These were integrated with the Project Management guide to meet the needs of the project in line with the Project cycle. During this time involved in & supporting Contractual negotiations leading to the subsequent award of contract in Caracas for design, construction, installation and commissioning of the West Urdeneta production platforms in Lake Maracaibo, Venezuela.

Planning & cordination responsibility for Design, Construction and Hook-up of Shell Nelson Platform and Pipelines planning activities to the Deputy Project Manager. Actively involved in work at sites and coordination of various sub-contractors. Maintaining interface documentation with partners ESSO and Enterprise Oil, monitoring progress trends and modeling subsequent probability and risk analysis using Euro Log’s Monte Carlo package via Artemis 7000-Primavira interface. Software used: Artemis 7000, Euro Log’s Monte Carlo risk analysis

Responsible for prepare a Cost estimate and resource-scheduled program for decommissioning of steam generating heavy water reactor. Initial task to be completed in the first three months providing program and cost plan to support sanction paper that in turn was put forward in bid form to secure budget for six year decommissioning program. This proved to be successful and the project moved into the execution phase. Software: Artemis 7000 PC full time user. Software used: Artemis 7000 (LAN Based), Primevera risk analysis software

Project Services Manager for the Channel Tunnel Fit out & Commissioning. Directing planning efforts of engineering groups, materials & logistics for construction sites at ten locations and implementing the project plan. Material allocation for Bulks & tagged equipment along with Vendor call off’s in line with the plan was a major part of the work. This phase proved to be a successful recovery in the completion schedule of the Channel tunnel.Other responsibilities include preparing Planning, Cost control & trending procedures, Preparing Key Performance indicators for reporting the status of key drivers that would determine the outcome of the Project. The complication here was to establish procedures that would work in the French and the British construction environments and maintaining consistency. Software: Artemis 7000 VAX full and run time user. Software used: Artemis 7000 (LAN Based), Lotus 123.

Responsible for the planning and cost control Department covering all phases work, i.e. Design, procurement, fabrication, installation, hook-up and commissioning.During my time I spent 2 years at Lewis Offshore working on improving their fabrication & production planning, this was followed by an ongoing period with Vlissingen yard to do the same improvements. From the Company umbrella position I was involved in upgrading systems and procedures to accommodate large turnkey projects. I was also responsible for rationalization of in-house procedures and upgrading of computers and peripherals. Work encompassed all aspects of Engineering and construction relating to pre-production activities. I also worked with the Fabrication/Construction division. As a Joint Venture Jon Lok Wimpey were Contracted by the Hong Kong Shang Hi Bank to construct & Commission the New Hong Kong Shang Hi Bank in Hong Kong. The Contract scope was to demolish the existing 1935 concrete Bank and replace it with a “state of the art” building designed by Norman Foster Associates. The Brief included requirements such as the Bank would continue to operate at this location during the entire demolition & construction, this proved to be achievable and very challenging.

Design and development of electronic hardware on a number of interesting projects, including Guidance systems and remote operated equipment for disarming car bombs etc. Specific detail cannot be shared outside the MOD.

Avionics indentured apprenticeship based on Boeing Fleets. Attending University during academic terms.
