Member of the Executive team serving up to 16,000 students in five communities. Sponsor of the UAA Lean Center of Excellence - treating existing operations as a source of revenue by eliminating low value processes so resources can be recommitted to strategic priorities.

Collaborator and Convener bringing diverse groups together to evaluate options and choose direction for IT investment in spite of budget challenges. Develop remedies to apparent and hidden defects in systems and map strategies for current and future business support. Apply ITIL and LEAN frameworks to lead teams through change frontiers into high performance landscapes. Turned dissatisfied customers into supportive advocates for the good work happening through effective IT, eliminated 15,000 hours of uneccessary work while improving first call resolution measures from 34% to over 90%. Succession planning proved very effective with the appointment of a new internal CIO shortly after my assignment to Interim Vice Chancellor.

Invited to analyze and develop a plan to remediate widespread customer dissatisfaction, as a consultant, I stayed on as Director to effect an overhaul of Division focus. Achieved almost immediate results as we met with customers to understand their top priorities, then reorganized the division to deliver on those top five. Attracted respected talent from other State divisions to fill key leadership positions. Achieved significant support from both the Governor's office and each department's fiscal staff - leading to uncontested increases in funding for key customer initiatives. Developed staff through an internal reading program and appropriate training aimed at culture improvement.

Prepared a comprehensive strategic plan aimed at preparing the Division for a rapidly increasing workload due to an impending retirement boom. The plan included significant process re-engineering and automation, and is still in use today. Lead a major health plan conversion that saved the State and public employers millions in the first year, while executing the transition with relatively few customer or vendor appeals. Introduced Character First! (tm) training as an adjunct to a general division culture remediation. Represented the Division before the Alaska State Legislature in areas pertaining to the retirement systems and health plans, including explanation of detailed actuarial analysis. Developed staff for succession.

Lead the Tax section through a sustained period of significant process re-engineering and automation, including the development of field audit improvements, a main tax application rewrite and document imaging projects. Presided over coordination efforts among the Tax, Quality Control and Fraud Detection units, significantly reducing employer impacts. Represented the Tax section before the Alaska State Legislature and Federal Department of Labor hearings, as well as employer industry trade groups.
