Mr. Earley has been leading regulatory compliance studies and research projects for the past 20 years, applying state of the science methods to resolve regulatory requirements and protect natural resources for the US Navy. He provides a scientific interface from the Navy to the regulatory community in a diversity of projects associated with National Pollution Discharge Elimination System (NPDES) permits. These projects have focused on the application of regulatory tools and laboratory such as the Biotic Ligand Model (BLM), Water Effects Ratio (WER), recalculation procedure, CORMIX hydrodynamic modeling, and USEPA clean laboratory techniques to establish permit limits that are protective of environment and allow for continued Naval operations. In addition, under the Navy's Environmental Sustainability Development to Integration program (NESDI), Mr. Earley serves as a Technical Development Working Group (TDWG) member and is responsible for the identification of environmentally friendly products, technologies and applications that are mature for transition and use in the Navy. His research interests include the use of in-situ tools for quantification of leach rates from materials with antifouling properties and the application of hydrodynamic models to simulate the fate and transport of chemicals in the marine environment. Expertise:Testing and evaluation of paints and coatings that have antifouling characteristics using ASTM methods as well as a patented in-situ method for field measurement on vessels. Support US Navy antifouling paint and biocide evaluations.Specialties: NPDES Permitting including Recalculation, Water Effect Ratio, Translator Studies, mixing zone analysis and use/ application of the Copper saltwater Biotic Ligand Model. UNDS and NPDES Rulemaking procedures including hydrodynamic modeling (CORMIX, CH3D) of vessel and facility discharges.ASTM Paint testing- focused on copper paints, co-biocides, copper free paints, and unique coatings.
