Hart served as the Deputy Secretary’s top advisor on emergency preparedness and disaster response issues, and coordinated across senior leadership to develop policies that furthered the Department’s emergency management mission. In addition, he partnered with the energy sector to plan and execute several joint government-industry meetings of the Electricity Subsector Coordinating Council, including a daylong conference that led to increased coordination of government and industry research and development efforts.

In 2014, Hart was recruited by the Department of Energy to develop and execute a comprehensive external affairs strategy for the Office of Electricity Delivery and Energy Reliability – a $150 million operation that leads the Department’s electric grid modernization efforts and works to ensure that consumers have access to secure, resilient, and reliable sources of energy. In this position, he also worked with industry executives to develop crisis communications tools and best practices for electric utility companies, and created new procedures for engaging with Congress during disaster response operations, which resulted in increased support and recognition for the Department from key Congressional leaders.

Hart led a team of nine professionals responsible for developing and maintaining public-private partnerships designed to strengthen the security of the Nation and further the mission of the Department of Homeland Security. As the Acting Assistant Secretary, he represented the Secretary of Homeland Security in meetings with business leaders, and engaged with businesses and trade associations on various issues of concern to the Department, including cyber security, airline security, and cargo screening.

Hart served as the Agency’s liaison to the Secretary of Homeland Security and provided regular guidance to the Secretary and senior Department officials on federal disaster response operations and emergency management issues. He also advised the Administrator on all FEMA programs, policies, and initiatives, and coordinated with senior Agency leadership, the White House, and the Department of Homeland Security to further the strategic goals of the Obama Administration.

Hart managed the daily and long-term strategic operations for the Deputy Administrator, who led a workforce of more than 10,000 employees across ten regional offices and Agency headquarters, with an annual budget approximately $10 billion.

Hart was the lead opposition researcher for Senator Obama’s general election presidential campaign and was a member of the Senator’s debate prep team.

As Senator Dodd’s research director, Hart owned all aspects of candidate research for his 2008 presidential campaign, including the hiring and managing of the staff of four researchers, the implementation of a comprehensive plan to document and contrast the Senator’s public record with those of his five major opponents, and the development of debate preparation briefing materials.
