As Operations Director for Disability:IN NC, Ms. Keul collaborates with our leadership, businesses and stakeholders to develop new programs and expand existing programs to enhance disability inclusion and equality across the state. Ms. Keul brings her prior experience in the non- profit sector, to partner with businesses to connect them to resources and source talent through our Disability:IN NC Works and CommunAbility programs. As the Director of our InRoads to Employment Initiative (a three-year project, funded by the North Carolina Council on Developmental Disabilities) she works with our leadership to identify best practices and policies in disability employment services to create a collaborative infrastructure, of businesses, employment agencies, school systems, community colleges and individuals with disabilities, acting in concert as champions for employment. Prior to joining the Disability:IN-NC team, Ms. Keul worked as a disability employment consultant whose clients included, The NC Council on Developmental Disabilities, Vaya Healthcare, InReach NC, Project SEARCH, Mecklenburg County, RHA Healthcare, Sandhills Center, and Alliance Behavioral Health. Ms. Keul worked as a consultant for NC and the Project SEARCH founders from Cincinnati Children’s Hospital, to establish the first Project SEARCH programs in North Carolina, expanding the program to 14 sites across the state between 2011 and 2014. In 2010, Ms. Keul co-founded the Employment Support Professional Council (ESPCC), (administered by the Association for Persons Supporting Employment First (APSE)) and served as its first director for three years. The Certified Employment Support Professional (CESP) credential is the nation’s first third party examination process based upon national competency standards for Employment Support Professionals (ESPs). Ms. Keul founded one of the first supported employment programs in North Carolina in 1987 and served as Executive Director until 2002.

Business ACTS is a demonstration program developed by my company, Aurora Enterprises S-Corporation ( AEC), in partnership with the NC Business Leadership Network (NCBLN). Business ACTS is a model program to deliver consistent, turn-key apprenticeship program that result in greater employment and higher income for employees with a variety of disabilities. Business ACTS is an employer - led collaborative approach that matches the work force needs of employers to the support services of community rehabilitation programs such as InReach, NC.

Aurora Enterprises Corporation (AEC) is my private consulting and training S-Corporation through which I contract with individuals and groups in need of consulting or training services. I provide in person as well as online training on supported apprenticeships, supported & customized employment for employment support professionals, managers, administrators of large and small organizations. I also provide technical assistance for provider agencies and for local, state and national public organizations on supported apprenticeships, supported & customized employment, small enterprises, systems change, strategic planning, organizational development and on business development.

Founder, Employment Support Professional Certification Council (ESPCC): 10-01-2010 to 11-18- 2013: Established the nation's first national certification program for employment support professionals including job coaches, transition specialists, and employment specialists for the Association For People Supporting Employment First (APSE). Managed the exam development based upon national competencies and test blueprint. Coordinated the work of governing council, psychometric specialist and accreditation consultant and administer the examination to individuals and groups across the country.

Founder and Executive Director: Incorporated SET as a nonprofit free standing supported employment program after successful completion of CETVE project (see below.) SET was one of the first ten supported employment programs established in the North Carolina. SET INC merged with UCP of North Carolina and later became SET of Easter Seals UCP when these two agencies merged in 2005. SET grew to serve 50 counties and secured employment for over 1,000 by 2008 under my leadership.
