Served as legal counsel to the Broward County Board of County Commissioners and primary legal counsel to diverse County agencies and advisory boards on issues relating to:- Parks and Recreation - Child Care Licensing and Enforcement - Housing Finance and Community Redevelopment - Medical Examiner and Trauma Services - Fire Rescue Services - Homeless Initiative Partnership. Responsibilities included:Negotiating/drafting agreements, ordinances, resolutions, and other documents for legal sufficiency, including revenue-generating license and concession agreements for parks and recreation amenities; researching federal, state, and local laws to ensure legal compliance.Researching and drafting legal opinions and memoranda on matters impacting Broward County, sunshine laws, public records, voting conflicts, ethic laws, licensure requirements for various child care arrangements, and other agency specific matters.Reviewing/analyzing federal and state regulations relating to various affordable housing and homeless-related grant programs and drafting funding agreements/loan documents for the programs: - Home Investment Partnerships (HOME) - Community Development Block Grant (CDBG) - CDBG Disaster Recovery - Neighborhood Stabilization (NSP) - Emergency Solutions Grant (ESG) - State Housing Initiatives Partnership (SHIP). Serving as legal counsel in hearings relating to disciplinary action and fines imposed against unlawful child care business practices.Memberships: Florida Bar, 1988; United States District Court, Southern District of Florida, 1992 Panel Member, Commission on Accreditation of Ambulance Services (1997-1998)
