Clients included NGOs, public and private sector organizations in the development, democracy, humanitarian and international security sectors working on early warning, data analysis and technical leadership for proposal and activity design, as well as design support for inception and refinement phases on US government funded projects.

Acting principal of 65-year-old Washington, DC-based NGO with global field offices.• Designed programs and secured grants of over $3 million USD from various funders, including: USAID, US State Department, United States Institute of Peace, the Chevron Foundation, Islamic Development Bank, Inter-American Development Bank, World Bank Group/IFC, European Investment Bank, Government of Canada/Global Affairs Canada, Government of Indonesia, and the McGovern Foundation.• Provided oversight and subject matter expertise to wide range of research, risk and risk management assessments, trainings, and stakeholder engagement projects for foundations, multilateral finance institutions, governments, defense forces, and companies in the oil, gas, mining and renewables sector.• Responsible for institutional and programmatic budgeting, revenue management, financial oversight, including developing and instituting internal systems, and Board relations.• Designed and led multistakeholder dialogue on issues such as conflict prevention, early warning and response, supply chain vulnerabilities, civil society empowerment and resilience building, state and community risk and resilience assessments, responsible business practices, and empowering women and youth.• Designed, tracked, implemented and reported on multiple Monitoring, Evaluation and Learning Plans, including for USAID as well as other international donors/funders.

• Led organizational programs on state fragility and resilience, conflict early warning and response, responsible business practices and sustainable investment, the prevention of election violence, and gender and youth engagement for sustainable security. • Designed and directed of FFP’s research and policy programs on the prevention of gender-based violence, including the design and implementation of safe, community-based reporting systems and data collection methods.• Fundraised and administered over $10 million USD in grants and contracts from various donors, including the US Government (USAID, US Department of Defense, US State Department), foreign governments (UK, Australia, Indonesia, etc.) private foundations, and corporations.• Led and designed program inputs for major, multiyear USAID program portfolio across the 15 countries of West Africa which included the provision of technical expertise on designing, enhancing and linking local and regional early warning and response systems, engaging women and youth in data collection, reporting and analysis, and the design and writing of guidance materials and stakeholder trainings.• Authored and presented detailed assessment reports for multinational development banks on regional and member state resilience to shocks and pressures, including the resilience of women and youth, with practical recommendations for filling gaps in information, and policy recommendations for enhancing existing capacities for sustainable and stable community investments.• Led a multiyear program on the role of regional and subregional organizations in protecting citizens from internal conflict, including the provision of peacekeeping and stability forces in conflict-and post-conflict settings. • Spearheaded risk assessments, country and local conflict trend analyses, and civil society engagement training to various clients, including government agencies, multinational organizations, and the corporate sector.

- Secured funding for, directed and led the research The Center for the Study of Threat Convergence (CSTC), dedicated to the study of how weak and fragile states (and regions of fragility) can foster illicit proliferation of fissile materials and other contraband by terrorist groups or nonstate actors. - In this role, led and conducted field research throughout West and East Africa, the tri-border region of Latin American, Russia and the former CIS, and the South Caucasus on fissile materials and contraband proliferation, including a detailed actor mapping, data-driven contextual analysis, and the generation of policy recommendations to better understand the enabling environments that foster illicit trafficking.-Worked with think tanks, universities, and local NGOs in each region to educate and train civil society actors to be better watchdogs on proliferation globally, including establishing partnerships between research institutions and local civil society organizations in Ghana, Nigeria, Kenya, Argentina, Paraguay, Georgia, Armenia, Romania and Ukraine. - Produced and co-authored six reports on the risks of nuclear and fissile materials proliferation, and the risk of regular supply chain cooption by illicit market activities and actors.

• Lead in-country representative on the provision and coordination of a multiyear, USAID/OTI and USAID/CMM-funded pro bono legal assistance to the Government of Uganda (GoU) to support the implementation of the Juba Peace Accords.• Lead advisor on the establishment of a domestic war crimes tribunal within the Ugandan Ministry of Justice, in accordance with standards laid out by the International Criminal Court in the Hague.• Designed and coordinated trainings and the regular provision of international, pro bono, support from global law teams on the design and implementation of domestic mechanisms to support war crimes prosecution, security sector reform, truth-telling and reconciliation initiatives, and the incorporation of traditional justice practices into formal legal procedures• Designed and implemented an outreach project on transitional justice between the GoU and civil society leaders throughout the country

• Lead researcher on project with field work throughout Africa, Asia, Latin America and Eastern Europe that explored the role of peacekeeping forces in atrocity prevention and civilian protection. • Led on-the-ground working groups comprised of civil society members, government representatives, and international stakeholders on the role of regional and sub-regional organizations in preventing and responding to humanitarian crises. • Performed detailed conflict risk assessments for various governmental and corporate clients in Africa, Eastern Europe, and South America. • Lead researcher for US Department of Defense study on developing metrics for a political risk assessment of post-conflict and transitioning societies.

• Led research support team for a book examining the role of civilian and stability police in peacekeeping operations. • Participated in the design and delivery of USIP-sponsored CIVPOL training courses for American police officers deploying to peacekeeping missions. • Recruited as a consultant in a US government-appointed task force on establishing the rule of law in post-conflict Afghanistan and Iraq; testified before Congress on necessity of securing the post-conflict vacuum in Iraq through the provision of stability police and special advisors.• Conducted pre-deployment training for police contingents deploying to Mosul and other locations as part of counter-insurgency efforts.
