As Mission Coordinator and HHQ/C2 Analyst for the Navy Maritime Operations Center (MOC) Exercise Support Team (EST), provide direct support to Director, MOC EST in developing operational approach to exercise presentation for MOC EST-led exercises, along with critical perspectives on Distributed Maritime Operations (DMO) and Joint Warfighting Concept (JWC). Instrumental in supporting scenario development for major numbered FLEET, theater JFMCC, Combatant Commander, and global Naval exercises in conjunction with MOC EST Higher Control (HICON) Cell. Design, establish, and run ad hoc operations centers matching essential skillsets to critical processes for effective internal and external information exchange to replicate higher headquarters and adjacent component commands during supported exercises as HICON Future / Current Operations (FOPS/COPS). Advise and collaborate with MOC Training Team (MOC TT) on FLEET perspectives, training, and innovations for MOC organization and FLEET employment to compete and win in a dynamic and evolving strategic environment.

Hand-selected to re-establish SECOND Fleet. Key player in defining the organization’s role in theater and global maritime operations. Consistently assigned to develop and deliver the Commander’s highest-priority projects. Coordinated long-term and emergent planning priorities. Directed planning for 10 real-world operations, multinational exercises, and large scale exercises, each of which incorporated operational logistics and employment of ad-hoc, regional, and global communication networks. Developed 7 Fleet Battle Problems to test and evaluate the application of Distributed Maritime Operations (DMO) and other emerging capabilities in an operational environment.

Led over 70 Sailors in all facets of ship's operations and employment including deployment to FIFTH and SIXTH Fleet areas of responsibility as Air Defense Commander and Ballistic Missile Defense Commander. Managed shipwide safety programs on deployment and in a shipyard environment. Served as Safety Officer, Tactical Action Officer, and Command Duty Officer.

Developed productivity and management solutions in order to establish and organize a new command from the ground up. Instrumental in startup of the admin department with requisite records, directives, and travel management programs. Directed initial implementation for all Navy command/unit readiness programs in the organization to include safety and equal opportunity. Coordinated formal and on-the-job training for over 400 Sailors en route to the Navy's newest warships.

Coordinated operational test planning, execution, and analysis for Aegis BMD weapon systems and Standard Missile 3 (SM-3). Defined and managed a modeling and simulation (M&S) approach, including rigorous verification, validation (V&V), and accreditation (VV&A) paradigms, which became the blueprint for all subsequent test programs. Completed a weapons system test program, including 7 live-fire events. Led all analysis efforts to publish an initial operational test and evaluation (IOT&E) report.

Led over 20 Sailors in the maintenance and employment of the Aegis Combat System. Established effective air defense tactics, techniques, and procedures (TTP) for a 13-ship multi-national task force. Ensured mission readiness to complete 75 live air, surface, and undersea detect-to-engage events. As acting Combat Systems Officer during a final pre-deployment maintenance availability, ensured 100% mission readiness for the department. Served as Officer of the Deck (OOD) underway and Air Defense / Anti-Air Warfare Coordinator (AAWC).

Developed and executed regional ballistic missile defense plans in the EUCOM AOR. Directed the employment of 4 warships in SIXTH Fleet. Optimized schedules to support 13 multinational exercises and 4 Black Sea operations. Brought innovative solutions to Fleet operational planning. Took the lead in developing invaluable post-event analysis following national tasking.

Led over 50 Sailors in the maintenance and employment of small arms, crew served weapons, and the Mark 46 gun weapon system. Achieved first-in-class compliance for conventional ordnance safety review (COSR) and explosive safety (EXPSAF) inspections. Maintained a qualified force protection team through all phases of the ship’s employment cycle. Served as Officer of the Deck (OOD) underway, Engineering Officer of the Watch (EOOW), and Anti-terrorism Tactical Watch Officer (ATTWO).

Responsible for the law enforcement, physical security, and force protection of a 15,000-acre installation with ordnance production facilities and weapon storage magazines, surrounded by 13.5 miles of waterfront and 38 miles of perimeter fence. Developed the shift-management solution that enabled necessary coverage for sentry and patrol forces when faced with a sudden 30% loss in available manpower. Trained over 60 Gate Sentries, 40 Motor Patrolmen, and 20 Dispatchers, along with 8 Watch Commanders and 7 Field Training Officers, to meet the manning demands of the entire precinct.
