In this role, I held full ownership of multiple financial management elements including Special Tax Administration and Advisory Services, Municipal Securities, as well as Financial Forecast Modeling. I was ale to advise for public financial management, encompassing financial plans and transactions. I drafted precise proposals, technical reports, memoranda, and contracts with clients. My role also included maintaining internal/external databases, while providing, annual debt service coverage confirmation and account reconciliation, as well as Bond advisory and compliance services. This position encompassed quite a bit of travel countrywide, to assist public finance clients.Major accomplishments:• Boosted economic development by aiding governments and local communities in crafting and rolling out robust public financial plans and transactions.• Oversaw 15 Special Assessment District Projects; entailing aid in design, planning, and implementation, in addition to assisting public clients to adopt Development Impact Fee schedules.• Created Service/Assessment Plans, databases and frameworks, and administrative procedures, along with provision of subsequent client and property owner support.• Designed Fiscal and Economic Impact Studies for both private and public clientele, including one study which successfully secured over $60M in state tax increment for master-planned development project.• Assisted city client with passing of ¾ cent sales tax measure by providing timetable guidance, procedural understanding, effective communication, ordinance, and resolution support.• Helmed annual enrollment, as Administrator, of over $2M in special assessment levies, on behalf of thousands of individual property owners.
