Deputy Branch Head, Undersea Warfare, Navy Assessment Division, Opnav N81
CurrentOPNAV N81 is responsible for providing the CNO, Deputy Chiefs of Naval Operations and resource sponsors with analysis and risk assessments to inform Navy and DoD decisions on warfighting and warfighting support issues and investments. a. Developing Mission Area Assessments (MAA) that encompass the breadth of Navy capability and capacity and provide an analytic foundation for warfighting and support assessments, prioritizing capability gaps and making investment decisions. b. Providing CNO, Deputy Chiefs of Naval Operations and resource sponsors with capability and capacity assessments in support of POM development and identifying and prioritizing capabilities essential to Navy’s success and reducing areas of warfighting risk. c. Soliciting and prioritizing study proposals across OPNAV for the N81 POM Analytic Agenda, N7 Naval Analytic Studies Plan, and CNA Annual Plan. d. Conducting warfare and support area capability and capacity analysis with input from other OPNAV codes. N81 is responsible for coordinating with Component Commands to ensure Fleet inputs are considered in OPNAV’s analyses. e. Conducting Navy Force Structure Analysis. f. Conducting campaign analysis. g. Approving resource sponsor study plans for Analyses of Alternatives (AOA) and Capability Based Assessments (CBA) and serving on their oversight boards. h. Overseeing the Operations Analysis (OA) Community. i. In coordination with N7, providing technical assessments and analyses for the within-FYDP ability of the force to fight and win Combatant Commander OPLANs. j. In coordination with N7, providing analytical support for wargames. k. Serve as primary technical point of contact for coordination of OPNAV tasking to CNA and the Naval Studies Board. l. Manage accreditation and validation of models used in price performance analysis. m. Lead Navy’s analytic engagement with OSD, Joint Staff, and the services.
