I managed all aspects of the DHS Joint Wireless Program's Strategic Outreach Program. DHS developed an enterprise wide vision for the next generation of tactical communications. The vision represents a paradigm shift where DHS users would leverage public safety broadband, private and commercial networks on a subscription basis instead of owning and operating networks. Although our program addresses DHS needs, aggregating the needs of Public Safety, Federal law enforcement, and homeland security users estimated at over 10 million subscribers would create a viable business case for incentivizing commercial providers to offer high grade mission critical services. DHS' Joint Wireless Program brings together all DHS components to develop and acquire enterprise wide solutions for next generation wireless tactical systems.

Chief Flynn was mobilized in support of Operation Enduring Freedom. He served as the intelligence officer to a battalion size element with the 4th Brigade Combat Team of the 82nd Airborne Division. Assigned to Forward Operating Base Chapman, he works side by side with Other Government Agency (OGA) personnel, Other Coalition Forces (OCF), and Operational Detachment Alpha (ODA), in support of counter terror operations. Mr. Flynn’s primary focus was the collection of targeting information on high value targets operating in the Regional Command East AOR. Of note, Chief Flynn was requested to write a white paper regarding border security strategies that could be utilized by the Coalition and the ANSF. Chief Flynn had in excess of 210 combat missions and was awarded the Bronze Star. He is trained in several weapons systems to include the M9, M4, M249, M240B, MK19 and 50 caliber crew served weapon systems.

Assistant Chief Patrol Agent – Headquarters, United States Border PatrolPatrick Flynn was responsible for managing the development of Border Patrol modernization strategies, overseeing the planning and execution of supporting modernization programs, and coordinating modernization activities with senior, peer and subordinate level organizations within this multi-million dollar effort. His efforts resulted in the production and validation of a new Border Patrol Strategic Plan, Business Plan, Intelligence Roadmap and Technical Roadmap. Mr. Flynn was also the liaison for modernization activities with the Bureau of Customs and Border Protection Office of Plans and Policies.
