Managing the day-to-day, around-the-clock security operations of the World Trade Center, oversee the uniformed security force of over 150 guards, ID office and Situation Awareness Command Center (SACC). Ensuring staff coordination, client relations, and thorough, timely communication/notifications of information in all directions.• Reengineered workflows by identifying and correcting inefficiencies in operation and technology.• Pioneered the development of formalized Standard Operating Procedures (SOPs) for the ID Office to enhance productivity and overall office efficiency and ensure adhesion to site security policy.• Collaborate with line representation and union to identify workers concerns and needs to build a more positive and productive work environment.

In this capacity, I oversee all aspects of crime fighting and operational tasks to ensure accuracy, precision, and timeliness in crisis management, interagency work, admin work, technology integration, and operational safety. My focus extends to partnership cultivation and successfully bridging the gap between civilians, officers, stakeholders, and NYPD executives. Leading a team of 35 direct reports including 3 civilians, I created a culture of exceptional customer service, red carpet treatment and proactive outreach to the community while upholding the highest levels of professionalism. Furthermore, I manage logistics, personnel, material, and information while applying complex knowledge and ability to determining and providing adequate recourse. • Fulfilled a critical role in leading counterterrorism operations, commanding authority over 35 officers and detectives managing from a 10,000 square foot 24/7 operations center.• Expertly utilize the Domain Awareness System, the largest digital surveillance system in the world, to mitigate risk.• Optimize security and ensure readiness during special events through detailed and effective collaboration with local and Federal agencies, including the FBI, United States Secret Service, and the Coast Guard. • Secure major New York City events by managing LMSI Watch Command.

Leading with respect instead of rank, I effectively implemented crime reduction strategies in response to prevailing credit card crimes and grand larceny. In this role I also ensured continuous professional development of commanded officers by implementing efficient periodical monitoring and evaluations.• Achieved project and job ownership by each officer, ensuring every mission was carried out diligently and proactively. • Marked a 23% reduction in crime, significantly improving the safety and security of the properties and people within the area.

Promoted from operations office to a specialized Detective , I ensured the safety and security of the properties and people at the port. In addition, I effectively liaised with private companies and other agencies including participating at weekly intelligence meetings with the U.S. Coast Guard to mitigate risks of a terrorist attack. • Supported the design and development of the $23M Dept. of Homeland Security funded Harbor Unit Launch Construction Project encompassing product/equipment specifications, contract scope, blueprints, modeling designs, and sea-trails for 62’ Dive Vessel, two 62’ Patrol Vessels and two 71’ Tactical Escort. • Liaised with the Federal, State, and Local Maritime Law Enforcement agencies, the Port of New York• Representing the Unit in planning for the Department of Homeland Security and Securing the Cities (STC), coordinated and collaborated with inter-agency and the private sector to efficiently implement full-scale exercises with respect to the maritime component.• Developed the first NYS Navigation Law pamphlet on boater safety for recreational boaters, the resource that is still being distributed to date.• Investigated and led the counterterrorism arm of the Harbor Unit, prepared reference guides for ferry operations, and collaborated on tactical logistics as part of the Vessel Theft Squad.• Spearheaded Maritime Special Events planning to ensure high-threat protection, and successfully executed the plans as the senior boat/launch pilot, the operator of the Command and Control vessel or as the inter-agency liaison. Events included the annual Macy’s Fourth of July Fireworks, the annual Naval Fleet Week NYC, OpSail, and the United Nations General Assembly.

Here, I moved into the specialized patrol at Harbor Unit to leverage extensive maritime background and experience in operating boats. I diligently enforced the NYS Navigation and Environmental Conservation Laws, directed patrols, and conducted safe boating and BUI initiatives requiring a comprehensive understanding of maritime critical infrastructure, ferry operations, commercial establishments, and other activities. Last but not least, I coordinated and collaborated in enforcement and rescue activities in inter-agency marine unit collaboration.• Rose to the Master Pilot level within just three years.• Operated and trained on Marine Electronics, GPS and RADAR.
