About Patrick Georges

My career started in 1996 as a contractor with Environment and Climate Change Canada,. I became familiar with data collection on air and water pollutants, emissions inventories (including GHG) and the development of regulations such as Mining Effluent Regulations, Carbon Pricing, Base Level Industrial Emissions, Pollution Prevention Plans, codes of practice and Ozone depleting Substances regulations for various industrial sectors, including mining and minerals transformation, construction, oil and gas and a few others. From 1999 to 2003, I had the opportunity to work as a high school science teacher and through my career, I have supervised about 15 university students in various capacities. Teaching, coaching and writing are strenghts I enjoyed developing through the years. I really enjoy learning new topics, in different contexts More recently, I have had the opportunity to analyze technical aspects of various issues in the OIl and Gas Sector, both from a regulatory perspective with Environment and Climate Change Canada and also from an Environmental Technology perspective with Natural Resources Canada. I analyzed the economic and environmental impact of abandoned gas wells, the impact of methane emissions from pneumatics and other sources and the implementation of regulations, the committments on the oil and gas cap and the energy transition to net zero and its complexity for the oil and gas sector. I've been analyzing government documents and providing comments to working groups on various topics, including the development of the Oil Sands Mining Effluent Regulations. I am very comfortable with writing both in French and English. In addition to my work experiences in the government, I've done technical translation for a private companies that manufacture doors and windows. My goals: I wish to utilize my analytical and writing skills (in English and French) in various situations involving technical knowledge. As I'm approaching retirement, I wish to work as a consultant; I could start with a few hours a week and build from there as I'm still working full time.

In the Upstream Oil and Gas section of ECCC I've been providing technical to the methane regulations and to carbon pricing for that sector. I also provided technical support to the issue of methane and hydrogen sulphide from orphaned oil and gas wells in Canada. I managed a contract with a Scientist from McGill University on the presence of hydrogen sulphide in abandoned wells in southwestern Ontario, in the context of COVID restrictions.

I prepared some research on products subject to a special exemption from the regulations for essential use such as bear spray (for safety) and dust cleaners for fire alarm panels.

I have also been providing support to the development of Output-Based Performance Standards (OBPS) for Greenhouse gas from the Lime and Cement Sectors by participating to working groups and developing calculation methods for Emission Intensities.

As an Eng-03, I had been developing new estmation methods for pollutants, such as particulates from construction activities, upstream Oil and gas, refuelling at service stations. I had been supervising students and contractors and colleagues to assist me with these challenges. I also have replaced an ENG-4 in coordinating a working group for the development of Air Pollution trends, in collaboration with AB, BC, ON and QC, validating output from the provincial stakeholders and also trying to develop estimation methods applicable in all provinces. I also participated to a team preparing pollution prevention plans for various substances, including mercury from end-of life vehicles, and analyzed the impact of various Pollution Prevention plans on emission trends.
