Patrick Gulliver is an experienced economic development practitioner who specialises in strategic economic development. He is known for his work on the economics of place and city and regional competitiveness. His work has included projects across Europe, Australia, South Africa, the Middle East, and China on Special Economic Zones, Strategic Corridors, Economic Masterplans and Structure Plans. Prior to being Director of Economics at Prior+Partners Patrick was a Regional Director of Urban Solutions at Hatch and Vice President of AECOM leading the firm’s European and Middle East (EMEA) Economic Development team. Patrick has a strong track record on infrastructure projects and in particular investment strategies around Ports and Rail and place-based waterfront projects both internationally and in the UK.In a UK context Patrick is a highly experienced consultant and practice leader in economic development and regeneration strategy covering a range of specialisms including competitiveness analysis, growth strategy and scenario planning, investment strategy, business support and innovation, programme and policy evaluation and sector studies most recently in: oil & gas, life science, cyber security, creative & digital, advanced manufacturing, food & drink and financial services. Patrick led the first economic masterplans in the UK in Sheffield and Cardiff and he also led the economic and employment components of the London 2012 Legacy Masterplan.Recent projects often focus on development of new distinctive city districts for business, learning, culture, the evening economy and retail. Patrick has a strong and current international track record in developing economic growth and diversification strategies including projects in New York, Johannesburg, Suez, Northern Iraq, Kazakhstan, Moscow, Jeddah, Riyadh, Abu Dhabi, Qatar, and several cities across southern China.
