Teach several undergraduate courses in undergraduate mass communications department, including Media Law, Mass Media Research, and Diversity & Mass Media. Conceived, designed, and developed new course, Digital Social Media & Society, for department curriculum, which has been delivered in both face-to-face and online formats to a total of over 300 students. Advise over 30 students per semester. Serve on department-, college-, and university-level committees.

Drafted outreach materials and coordinated replies to public, corporate, and governmental inquiries regarding OCR’s health information privacy activities. Delivered HIPAA Privacy Rule presentations to various audiences. Received and coordinated responses to over 150 media inquiries about Privacy Rule. Prepared speeches for OCR Director and Regional Managers on health disparities and health information privacy issues.

Directed state health department efforts to comply with HIPAA Privacy Rule. Developed, coordinated, facilitated and evaluated privacy training sessions for workforce members throughout agency. Directed state health department efforts to establish and maintain compliance with federal privacy obligations under the Health Insurance Portability and Accountability Act of 1996 (HIPAA). Analyzed and responded to questions and issues concerning use and disclosure of individually identifiable health information under HIPAA privacy standards.

Developed, presented, and evaluated course materials as lead instructor for undergraduate and graduate communication and electronic media courses. Collaborated with consultant from FSU Office of Distributed and Distance Learning to design, facilitate and evaluate a fully Web-based Media Legalities course for FSU School of Information Studies online degree program. Nominated for University Teaching Award in Spring 2002.

Developed, facilitated, and evaluated graduate and undergraduate telecommunication courses as lead instructor. Co-developer and lead faculty for Spring 1999 online version of TC 463: Digital Telecommunication Networks, offered through MSU’s Virtual University.

Provided in-house legal and regulatory counsel on federal and state telecommunication issues for Citibank and Citicorp business units.

Performed legal and policy review of proposals requesting modification of Commission regulations, petitions for declaratory rulings, and policy statements.
