Management of surface water sampling programs for two (2) local governments to assist in National Pollutant Discharge Elimination System (NPDES) permit compliance and fulfillment of Total Maximum Daily Load (TMDL) requirements, in addition to recently adopted Numeric Nutrient Criteria (NNC) requirements. Surface water samples collected from a total of 26 stream sites on a monthly basis and submitted to an environmental laboratory for analyses. Activities include coordination of sampling activities, collection of samples utilizing a Van Dorn or a dip sampler, recording physical surface water parameters, water quality data management, and report preparation.Conducted a thorough review of 67 Capital Improvement Projects (CIPs) proposed in the 1995 Stormwater Master Plan of a local county and re-ranked the projects utilizing criteria developed for this project. The projects ranged from small-scale stormwater swale improvements to the construction of complete stormwater drainage systems within subdivisions. Performed duties as the Recording Secretary of the Harris Chain of Lakes Restoration Council, on behalf of the St. Johns River Water Management District (SJRWMD), as prescribed by the Florida State Legislature. Responsibilities included attendance at monthly meetings and scheduled site visits, preparation of meeting minutes and site visit summaries, and preparation of annual reports for review by the Florida Legislature.Phase I / II Environmental Site Assessments (ESAs). All Phase I ESAs are performed to ensure All Appropriate Inquiry (AAI) compliance as defined in 40 CFR Part 312 and ASTM Standard E 1527. Phase II ESAs are conducted in accordance with ASTM Standard E 1907. Over 200 Phase I ESAs and numerous Phase II ESAs have been successfully completed to date.

Program oversight provided to the South Florida Water Management District (SFWMD) in administration of the Lake Okeechobee Phosphorus Source Control Grant Program of the Comprehensive Everglades Restoration Plan (CERP). Responsible for the technical review of 12 funded projects in the Lake Okeechobee Watershed, including project Review and Comment, Site Visits, creating Excel Spreadsheets to evaluate Phosphorus Reduction of the funded projects, and providing comprehensive reports to the SFWMD. Grant Project Budget was in excess of $20,000,000.On behalf of the FDEP, participated as a team member in the administration of the FDEP NPDES Program for large and medium Municipal Separate Storm Sewer Systems (MS4) permits. Activities included the preparation and review of Annual Reports submitted by Phase I permittees and co-permittees, and all facets of permit compliance in accordance with state and federal regulations.Participated in the development of NPDES MS4 Phase II Stormwater Management Programs, including a review of environmental inspection procedures, documents for training and reporting, and the development of draft ordinances to regulate stormwater discharges. Also, identified and developed public education materials for the prevention of illicit stormwater discharges. These tasks were performed to attain NPDES MS4 Phase II permit compliance on behalf of small MS4 counties and municipalities throughout the stateTeam member in the completion of an Environmental Assessment (EA) for review by the Federal Aviation Administration (FAA) on the proposed construction of a High Intensity Lighting System with Sequenced Flashers (ALSF-2) for Runway 17R/35L at the Orlando International Airport (OIA). Contributions to the project included a review of various impacts of the ALSF-2 system including environmental, historical/cultural resources, and socioeconomic impacts; operations at OIA; construction methods; and a review of soils, hydrology and hydrogeology.

Team member in the preparation and implementation of Resource Conservation and Recovery Act (RCRA) Facility Investigation (RFI) Work Plans at the Vehicle Assembly Building and the Flight Crew Rescue Training Area of the Kennedy Space Center Merritt Island, Florida. Duties included design and coordination of investigative fieldwork outlined in the project scope, in addition to figure and document preparation. Upon completion of the field activities, participated in the RFI Report preparation including a review of analytical data received and summary of all field activities performed.Field Supervisor during the RCRA permit closure assessment of a former Department of Energy (DoE) facility located in Largo, Pinellas County, Florida. Responsible for implementation of field activities during the soil and groundwater assessment of the primary production facility interior spaces. Due to the potential for release of harmful or toxic organic vapors, constant monitoring of air quality was performed while coring through four feet of concrete and rebar flooring to install temporary monitoring wells. Upon completion of the field activities, participated in report preparation including a review of analytical data received and summary of all field activities performed.Preparation of Annual Status and Monitoring Only Reports (MORs) for submittal to the FDEP Petroleum Cleanup Program at a variety of sites throughout Florida. Activities performed included review of Operations and Maintenance (O&M) Reports, evaluation of collected data, groundwater contouring, existing contaminant plume calculations, in addition to recommendations, and invoicing.
