Profile bio

About Patrick Hynes

I have an excellent understanding of the technical and economic aspects of both operating and planning a transmission network, along with a fantastic understanding of the regulatory and contractual arrangements. My broad understanding of the drivers on industry parties and key stakeholders and my positive attitude allows me to engage effectively and credibly with Customers and Stakeholders on complex issues.I have been responsible for a number of significant regulatory developments in the industry in both technical and commercial areas. Including putting in place the Grid Code at the time of BETTA; developing new financial security arrangement for parties connecting to the transmission system; fundamental change to the charging regime; and various incremental changes to key areas of the commercial arrangements.I have also led a team responsible for regulatory reporting (c.£2bn+ pa) of costs incurred and outputs delivered. Alongside this I managed successful regulatory funding submissions for additional funding for several major projects (c £8bn including JVs). I am currently responsible for managing funding submissions for major infrastructure projects required to deliver 50GW by 2030 targets (c.£17bn over 8 years). This involves working closely with the core investment and delivery teams to justify the need, scope and efficiency of investments to regulatory and key stakeholders. To enable this I have worked closely with the Regulator to change the regulatory arrangements to support investment. I excellent understand both regulatory and commercial arrangements in transmission in the UK, as many I have been involved in developing. I also understand the legislative framework.

Listed skills include Electricity Markets, Electricity, Management, Energy Industry, and 22 others.
