The Board of Appeals hears and decides matters including, but not limited to, zoning matters, exclusive of rezoning, appeals from orders relating to licensing and permits, appeals from orders relating to building, subdivision, plumbing and electrical statutes or codes and appeals from executive, administrative or adjudicatory orders.

We develop and deliver accessible mobile device instruction to individuals with disabilities, in partnership with the Maryland Accessible Telecommunications (MAT) Program and the Maryland Department of Education’s Division of Rehabilitation Services. We promote these programs, sign up participants, demonstrate the equipment, set the equipment up for phone service when it arrives, train them how to use it, and act as tech support. We assist people with disabilities of sight, hearing, dexterity, mobility and cognition.

Shore Legal Access supports and assists individuals and families who are unable to afford representation in civil legal matters and provides connections to community services.

Chief, Administrative & General Law SectionWe advised on procurement and fiscal law issues; personnel law; information and privacy law and policy; trademark and copyright issues; and environmental law. We represented DEA in administrative litigation before the Government Accountability Office, the Civilian Board of Contract Appeals, and coordinated responses to and the defense of FOIA suits filed against the DEA.

Counsel to the Executive Director, March 2014 to May 2016Provided legal and policy advice to the Executive Director (EXDIR) and her deputies. The EXDIR is responsible for the daily management of the Agency. Also undertook particularly sensitive or difficult projects at the request of the Director, the EXDIR, the General Counsel, and other senior Agency leaders.While Counsel to the EXDIR, was awarded the rank of Meritorious Senior Intelligence Officer by the President of the United States, November 28, 2016.Chief, Ethics Law Division (ELD) , Office of the General Counsel (GC), November 2010 to March 2014We ensured the Agency’s compliance with the Ethics in Government Act; gave timely, correct, useful, and professional ethics advice; presented a comprehensive ethics training curriculum; and administered a financial disclosure program.Deputy Chief, Administrative Law Division (ALD), February 2007 to November 2010 We provided advice on the full range of administrative law issues, including appropriations, employee allowances, medical privacy, workers’ compensation, equal employment opportunity, personnel matters, and the lawful use of defensive deadly force.While in this position, was promoted into the Senior Intelligence Service, March 10, 2008.

The Board administers the Thrift Savings Plan (TSP), a tax-deferred retirement savings plan for Federal employees. Served as the Board expert on the statutes and regulations that govern TSP operations, and also administrative law. Wrote nearly all of the Board's regulations and legislative proposals, and represented the Board in administrative and judicial litigation. Created, taught, and managed the policies and procedures by which approximately 20 contract paralegals determined whether the TSP should honor domestic relations court orders dividing TSP accounts, adjudicated TSP death benefit claims, processed Privacy Act requests, and responded to Bankruptcy Court documents seeking TSP action or assets.

Wrote majority and dissenting opinions on the subject of Federal workers' compensation for this board of administrative appeals judges.

Worked in the legislative and regulatory affairs offices of this credit union trade association. I resolved operation-of-law inquiries, tracked and analyzed state and Federal legislative enactments affecting credit unions, and wrote articles for CUNA publications about the affect the legislation would have on credit union operations.
