Interviews, advises, and counsels enlisted personnel about career development opportunities, benefits, and regulations; organizes and implements recruiting and retention programs. Prepares recruiting and pre-enlistment brochures and kits; supervises no schooled duty career counselors; coordinates retention programs; instructs and trains recruiters and retention teams in counseling skills and Navy programs and benefits; writes and delivers public relations and recruiting talks; participates in community events; conducts interviews, counsels, and advises enlisted personnel; administers, scores, and records results of vocational preference and aptitude tests; informs personnel of local agencies capable of assisting Naval personnel and their families. Communicate with customers, employees, and other individuals to answer questions, disseminate or explain information, take orders and address complaints. Implement corporate and departmental policies, procedures, and service standards in conjunction with management. Discuss job performance problems with employees in order to identify causes and issues, and to work on resolving problems. Train and instruct employees in job duties and company policies, or arrange for training to be provided. Evaluate employees' job performance and conformance to regulations, and recommend appropriate personnel action. Schedule classes based on availability of classrooms, equipment, and instructors. Organize and develop, or obtain, training procedure manuals and guides and course materials such as handouts and visual materials. Offer specific training programs to help workers maintain or improve job skills. Monitor, evaluate and record training activities and program effectiveness. Attend meetings and seminars to obtain information for use in training programs, or to inform management of training program status.
