Successfully led the corporation through a complex reorganization featuring novel issues of law and public policy, and successfully negotiated a new 25-year State Racing Franchise, which guarantees the continued viability of world class thoroughbred racing in New York State through unique, first-ever safeguards, such as a guaranteed revenue stream in support of racing from an independent third-party VLT gaming operator (Genting). This new franchise not only preserved thoroughbred racing for generations to come, it also set the stage for all future ancillary development at the NYRA racetracks, such as modern backstretch housing at Saratoga, the Hyatt Regency at Aqueduct, and the UBS Arena at Belmont.

Served as the Senior Assistant Counsel to New York Governor George E. Pataki in the Executive Chamber, Governor's Counsel Office, colloquially known as the most exclusive law firm in the State of New York. Principal adviser to the Governor on legal and policy matters pertaining to casino gaming, horse racing, Native American relations, and the lottery. Principal author of the State's 2001 video lottery terminal (VLT) gaming law. Principal author of the State gaming compact with the Seneca Nation of Indians. Drafted numerous successful items of legislation and agreements implementing VLTs at licensed racetracks, extension of the thoroughbred racing franchise, and implementation and oversight of the State's Indian gaming compacts. Represented the Governor on tribal gaming and land claim issues before The White House, US Department of the Interior, US Department of Justice, NIGC, FERC, Congress, and the United States Federal District Courts.
