The Director of Emergency Management coordinates area-wide hospital preparedness and serves as a resource for the preparedness staff at member institutions.Project Management• Serve as the Massachusetts Region 4C Hospital Coordinator. • Provide project management and support to the COBTH Committees that support emergency preparedness issues• Manage the Hospital Preparedness Program (HPP) Grant including project submission, contract management, item procurement, and inventory trackingEmergency Response• Provide emergency response in any format needed to ensure efficient incident management including on-site and remote support.• Maintain modes of emergency communications to ensure information sharing and situational awareness using all available technologies• Maintain 24/7/365 Duty Officer coverage for COBTH to assist hospitals in response to incidents local to the hospital and regional incidents.External Organization Representation• Serve as a representative on local, state and federal committees and task forces that are focused on emergency preparedness, and work with them to mitigate and prepare for all hazards. • Serve as COBTH Representative on the Boston Healthcare Preparedness Coalition, the Metro Boston Homeland Security Region, and the Massachusetts Emergency Management Agency.Planning, Drills, and Training• Working with hospitals, local, state and federal agencies, assist in the design, development, coordination and implementation of large-scale preparedness drills. • Assist hospitals with continuity of operations planning and disaster recovery. Assist with recovery options such as resource acquisition and federal reimbursement initiatives.Legislative Support• Track legislation and regulations that impact hospital emergency preparedness efforts and resources• With the support of the Emergency Management Staff at Hospitals, prepare and deliver verbal and written testimony for State and Federal Governmental bodies and legislative committees

Serving at the Region 4C Hospital Coordinator, responsibilities include coordination of all phases of emergency management between Hospitals and Local, State, and Federal Agencies. In the event of an emergency, drill, or exercise, respond to an identified Emergency Operations Center (EOC) (either City of Boston EOC or Medical Intelligence Center (MIC)) and serve as the Healthcare Systems Branch Director for the City of Boston.• Maintain modes of emergency communications to ensure information sharing and notifications in an emergency using tools such as WebEOC, the Health and Homeland Alert Network, and Everbridge.• Assist COBTH hospitals in planning for continuity of operations and disaster recovery. As needed, assist with recovery options such as resource acquisition and federal reimbursement initiatives.• Serve as COBTH’s representative on local, state and federal committees and task forces that are focused on the issues of hospital and emergency preparedness, and work with them to mitigate and prepare for hospital vulnerabilities or corrective actions that may be identified.• Serve as liaison between both COBTH and its member institutions and the grant-making entities with responsibility for preparedness at the local and state levels.• Review and approve Region 4C hospital budgets provided in response to annual ASPR grant allocation of funding to hospitals and perform ongoing audit of hospital’s expenditures and progress made in completing those expenditures.• Working directly with COBTH member hospitals and with local, state and federal agencies, assist in the design, development, coordination and implementation of large-scale preparedness drills. • Provide assistance with the integration of regional plans into a statewide plan that will encompass all public health and public safety constituencies within each of the six (6) Massachusetts hospital emergency planning regions.

Assist the Emergency Management Director to manage and mitigate risk, responsible for program operations including emergency planning, training & education, business continuity, compliance, risk management, and other safety or environmental health and safety tasks, utilizing and following federal, state and local public health and safety laws and regulations. To plan, organize, direct and coordinate all public emergencies.• Respond to all potential emergency incidents including inclement weather events• Maintain current Local Emergency Operations Plan (LEOP) and update as needed. Educate necessary staff on use, participation, and compliance with LEOP. Evaluate departmental plans, policies, and procedures to ensure operations meet the requirements of the LEOP and are in compliance.• Oversee operation and coordination of Community Emergency Response Team (CERT). Recruit community members to serve on the CERT.• Coordinate preparedness, response, recovery and resources with surrounding communities, schools, state, and federal emergency organizations.• Develop, conduct, and coordinate programs for all aspects of emergency management, business continuity and campus safety within the municipality and various departments housed throughout the Town of Plaistow. Prepare, publish, and distribute all reports and associated compliance documentation.• Coordinate communication from the EMD ensuring compliance with emergency notification, public announcements as required by policy and associated documents.

Responsible to the management and oversight of ongoing Plant Operations regulatory compliance programs, systems, and projects for the Burlington and Peabody Campuses.
