Mr. Lay is a Professional Geologist (FL and TX) and Florida Qualified Stormwater Management Inspector currently providing Senior Geotechnical Engineering support for USACE construction projects. 20+ years of professional experience in directing and assisting field efforts for site assessments, site investigations, remedial investigations, feasibility studies, interim corrective measures, treatability studies, remedial actions, RCRA Closures, and remedial process optimization. Work performed under contract work for the US Air Force, the US Army Corps of Engineers, the US Army Reserve, and Lockheed Martin Energy Systems' former HAZWRAP.Specialties: Geotechnical support on construction projects, Conceptual site models-development and refinements, RPO, innovative technology applications, exit strategy refinements, site closure, RCRA and CERCLA, multi-year, highly complex environmental remediation projects, long term O&M activities, statistical evaluations, assessing life cycle costs, and emerging contaminants and regulations.
