Cost Analyst for NASA's Orion program.

As a cost team lead provided recommendations and support for Tradeoff assessments, including Business Case Analysis (BCAs), Return on Investment (ROI), and Analysis of Alternatives (AoA) in support of various program offices, including 4.6T (Science and Technology) and PMA 202 (Human Systems). Current efforts include supporting the technology transition between 4.6T, PMA 202 and the fleet through timely analysis, program management & acquisition support for programs such as Flight Deck Cranial (FDC), External Airbag Protection System (EAPS/REAPS), Laser Eye Protection (LEP) systems, Advanced Helmet Vision System (AHVS), the F/A-18C Advanced Tactical Flight Simulator and hearing protection systems. The largest impacts to cost, schedule and performance are decisions made in the early stages of a systems life cycle and Mr. McGarrity’s experience in early acquisition program analysis has repeatedly been utilized by decision makers during this process.

Analyzed the logistical implications in micro-chip technology applications in DoD systems. Performed analysis on the opportunities and benefits associated with various microelectronics manufacturing technologies. Participated in DoD teaming activities related to microelectronics technology to develop a way-forward for US Industry. Baselined DoD market demand and characterized technical requirements. Researched and documented historic DMSMS challenges. Created strategic life cycle framework coordinated through TLCSM Council and developed a roadmap for the strategic management of microelectronics implementation. Researched and documented organic capabilities and characterized offshore capabilities of microelectronics industry.

Applied cost estimating processes to evaluate life cycle costs, specifically AVDLR, Maintenance and Consumables for Flying Hour Program. Compiled statistical data, performed analysis, and provided supporting financial performance and cash flow analyses and documentation for the NAVAIR Flying Hour Program. Utilized fleet-oriented management information systems (LMDSS, CAVTS, VAMOSC, etc.) and an understanding of fleet maintenance practices to monitor performances vs. planned costs. Extracted and plotted data to show expenditure anomalies and variances, and then drilled down to uncover cost driving factors (engine combustion chambers, flight control systems, etc.) Analyzed historical trends using regression techniques to develop cost analyses.
