• Leads the firm’s U. S. Navy Headquarters business in the Washington D.C area. His client focus is on the Secretary of the Navy, Chief of Naval Operations, Manpower, Personnel, Training and Education and Navy Medicine. • Develops client relationships, market strategies and leads capture activities in Warfare Modeling and Analysis, Planning Budgeting and Execution process (PPBE), Joint Capabilities Integration Development System (JCIDS), and Acquisition arena. • Provides capabilities-based decision support strategies to meet client demands across a variety of Joint, Service, and Agency organizations. Senior functional expert in the area of decision support models, tools and processes. • Leads Decision Analytics teams in the Navy HQ, NAVAIR, NAVSEA and Operational Fleet markets.

• Leads the Navy Program Planning Budgeting and Execution process (PPBE). Provides strategic programmatic/policy guidance and leads development of the Navy’s $850 Billion Future Years Defense Program • Guides the Navy’s analytic warfighting agenda to provide cross-cutting analysis of Navy warfighting requirements. Integrates investment, readiness and manpower requirements

• Chief Operating Officer for the Navy’s Manpower, Personnel, Training & Education organization, managing over 60,000 military and Civilians and a $30 billion budget• Merged the Navy Personnel Command (NPC) and Naval Education and Training command (NETC) into the integrated MPT&E command• Aligning organizations, strategies, policies, and processes to effectively manage the total workforce and deliver an Integrated Human Resource Strategy

• Served as the Chief Resources Officer and Comptroller, Manpower, Personnel, Training & Education responsible for Program Planning, budget formulation, budget execution, and accounting of the $30 billion manpower budget. • Designed and implemented the process to capture and budget all current and future Navy military, civilian work and contractor requirements.

• Delivered the integrated naval warfare requirements sponsor program proposal valued at $60B/yr from 2007 to 2011• Lead the Naval Capabilities Development Process that prioritized required warfighting capabilities and modeled alternative material and non-material program investments to deliver the capability in the most effective and efficient way

• Managed all aspects of the aviation logistics, supply and maintenance for the Naval Aviation Enterprise. • Directed the merger of the Logistic and Aviation Depot organizations into a single organization with 12,000 logistics and industrial personnel in three NAVAIR Depots and two 2 overseas depot commands across eight sites• Drove the implementation of AIRSpeed (Lean, Six Sigma and TOC)

• Led the development of Aviation Requirements and the Sponsor Program Proposal submission to the Navy Program Objective Memorandum representing Aviation Manpower, Readiness and Investment requirements of over $40 Billion.• Successfully stood up the OPNAV element of the Naval Enterprise; used the enterprise construct to prioritize and improve funding for aviation readiness post 9/11/01• Developed a balanced Aviation program proposal that included essential investments in modernization and recapitalization

• Directed contracting support to ten major program offices managing over 100 projects related to aircraft, weapons and systems, with annual budgets of over $5B • Developed and executed Acquisition strategies the F/A-18E/F/G and E-2C/D aircraft programs including multi-year procurement strategies

• Developed and executed the acquisition strategy for the F-35 Joint Strike Fighter program, the largest acquisition program in the Department of Defense. Developed a highly common F-35 system that would meet the needs of the Air Force, Navy, Marine Corps and international partners and Foreign Military sales.
