As an independent consultant, I bring critical thinking to bear on a range of policy challenges. My work has focused on countries striving to adapt their institutions to overcome poverty, corruption, and crisis. Both public authorities and non-governmental partners have built on my insights to effect change. Increasingly, this work touches on issues of migration, an area of vast need where I aim to deepen my involvement to work toward greater understanding and practical solutions.I have worked extensively on reform of public sector governance in developing nations and emerging economies. In that context, I have examined and helped strengthen frameworks of accountability in regulatory bodies, national and local public administrations, and governments emerging from conflict and crisis.My recent consulting has focused mainly on the policy dimensions of financial inclusion. I have analyzed regulatory systems in detail, proposing and advocating reforms to bring digital financial services within reach of vulnerable groups such as rural dwellers, women, and displaced populations. This work builds on years of experience advising on legal-regulatory frameworks for microfinance and small enterprise credit. I have worked in nearly all regions of the world and with a diverse array of organizations, beginning as a U.S. Peace Corps Volunteer in Africa. My writings have appeared in publications on law, economics, public policy, and international development.
