I am a law enforcement professional with over 37 years of experience and increasing levels of responsibility. I was selected to lead the University of Delaware Police Department, as Chief of Police in 2009. As Associate Vice President and Chief of Police, I developed and executed innovated crime reduction strategies and community policing initiatives to enhance safety and decrease Part I crime, by 54% over the past fifteen years. The department is accredited by the Commission on Accreditation for Law Enforcement Agencies (CALEA) for law enforcement and public safety communications. I currently serve the International Association of Chiefs of Police (IACP), as vice president at large and policy council chair for community safety. I previously served International Association of Campus Law Enforcement Administrators (IACLEA), as president (2021-2022), as well as the Delaware Association of Chief of Police (DACP), as president (2019-2024).Before my appointment at the University of Delaware, I served for 22 years with the Delaware State Police. I held various assignments while serving with the Division of State Police including: officer in charge of the New Castle County Criminal Investigative Unit (CIU), troop commander, deputy commander of the Special Investigations Unit (SIU), task force officer with the United States Drug Enforcement Administration (DEA), detective and patrol Trooper. I also spent 16 years assigned to the Special Operations Response Team and was recognized for many accomplishments throughout my state police career, to include an Excellence in Government Service Award; an Exceptional Performance Award; two Superintendent’s Citations; a Valor Award and was honored as Co-Trooper of the Year. I earned a Bachelor of Science degree from Wilmington College (now University), attended the Northwestern University Traffic Institute School of Police Staff & Command (Session 98), the DEA Drug Unit Commanders Academy, the United State Secret Service Dignitary Protection Seminar, the FBI Law Enforcement Executive Development Seminar (Session 72), the Police Executive Research Forum Senior Management Institute for Police (Session 58) and the United States Department of Homeland Security Leadership Academy (Session 18).I am a lifelong Delaware resident, where I reside with my wife Christine and our two daughters, Megan and Elizabeth. My father and two of my five brothers were also career law enforcement officers.
