As Manager, Flight Crew Publications, executed a $1.7M publications transformation, modernization, and content integration effort for all Gulfstream flight manuals and associated publications. Developed XML content architecture and publishing processes for all-new Gulfstream flight crew publications. Lead an 8-member team to plan, author, process for approval, and release flight crew publications. Strategizes with Engineering, Flight Test, Customer Support, ODA, and Flight Operations leadership to support aircraft development, certification, and continued operational safety of in-service aircraft. Coordinate with the FAA Test Aircraft Directorate and Aircraft Certification Office on policy related to flight crew publications. Saved over $3M by personally managing the program vice outsourcing.

Responsible for planning and safe execution of a 2 ½ year flight test program from first flight of the GVII-G600 aircraft through all development, company, and certification testing. Developed detailed flight test schedules and coordinated all engineering and material support to incrementally upgrade and execute testing on four test aircraft to achieve type-certification.

Civilian Deputy to Military Program Manager for the F-35 Lightning II System Development and Demonstration Program. Provide leadership for the F-35 development team, an organization comprising thousands of personnel in government and industry, in planning, negotiating, and executing development contracts with a total value of over $54B.

Led an 18-member team of systems engineers and program managers integrating supplier development and delivery of aircraft launch, recovery, and air traffic control systems into new construction and in-service U.S. Navy aircraft carriers. Served as principal advisor to the Program Executive Officer (Aircraft Carriers) on all Naval aviation matters and represented his interests on the Naval Aviation Enterprise Air Board (3-star level).

Oversaw the cost, schedule, and performance of an 8-year, $2.8B joint service and international test and evaluation program for all three variants of the F-35. Supervised a staff of 17 and a workforce of 1,500 government, military, and contractor personnel overseeing the F-35 Integrated Test Force (ITF). Led a comprehensive planning and budgeting effort to restructure the test program and achieved approval of a revised Test and Evaluation Master Plan through the Services and the Office of the Secretary of Defense.

Performed systems engineering analysis and developed engineering requirements in support of a diverse range of government clients.

Led a geographically-dispersed 700-person government & contractor team across 15 specialty engineering competency areas as the lead government systems engineer for the F-35 Air Vehicle Integrated Product Team. Was instrumental in achieving customer approval of air vehicle design maturity and funding authority to proceed with continued development and manufacture of production aircraft.• Evaluated and championed cost reduction initiatives, resulting in $87M of execution-yearsavings.

Led a team of analysts in partnership with F-35 prime contractor to plan and execute live, virtual, and constructing modeling, simulation, and analysis of F-35 capabilities. Partnered with prime contractor to scope and implement plans for engineering and systems integration labs as well as virtual simulation capabilities for contract specification verification and Operational Test and Evaluation.

Planned and executed developmental flight test and evaluation of state-of-the-art communication, navigation, and weapon systems on F/A-18E/F strike fighter aircraft, including Active Electronically Scanned Array radar, reconnaissance, and electronic warfare systems, to meet operational requirements.• As lead flight test aircrew, planned and executed an intensive flight test program which was instrumental in supporting the first operational deployment of the F/A-18F Super Hornet’s Shared Reconnaissance Pod System in support of deployed combat operations.

Completed the Systems Curriculum of the United States Naval Test Pilot School as a member of Class 124. Completed final project (DT-II) on the Panavia Tornado IDS variant with the German Air Force at Ingolstadt, Germany.

Responsible to the F-14 Chief Engineer for coordinating sustaining engineering and reliability improvement activities in support of worldwide in service F-14 fleet operations.• Planned and executed software engineering, developmental lab and flight test, and transition to Operational Test of four F-14 software modernization programs.• Integrated new weapons onto the F-14, such as the Joint Direct Attack Munition, to meet critical operational combat mission requirements.

In addition to operational flying duties, led the Maintenance and Operations Departments of a front-line U.S. Navy F-14 squadron forward-deployed at Naval Air Facility, Atsugi, Japan.• As Maintenance Officer, led 240 maintenance personnel responsible for the mission readiness of 12 Japan-based combat aircraft valued at over $600M.• As Operations Officer, responsible for execution of a $5M operating budget, training of 17 crews, and planning/execution of multi-mission aircraft carrier-based strike-fighter flight operations. Created from the ground-up a detailed, operationally realistic, scenario-based, multimission aircrew training program that raised "SORTS" readiness by 2 levels across the board, preparing the squadron well for unforeseen combat operations later that year (post 9/11/2001).

Completed the Naval Aviation Safety Officer course at the Naval Postgraduate school. Studied safety programs, mishap investigation, and mishap reporting.

Served as an F-14 Radar Intercept Officer, achieved qualification as SFWT Level IV Instructor, NVG Instructor, and Forward Air Controller (Airborne). Served as Line Division Officer and Quality Assurance Officer. Deployed in USS NIMITZ (CVN 68) in support of Operation SOUTHERN WATCH.

Served as an instructor Bombardier/Navigator in the A-6E Intruder, teaching student A-6 pilots and BNs basic A-6 maneuvering, avionics & weapon system operation, navigation, tactics, weapons delivery, and crew coordination.
