I am a specialist in the development and application of numerical models of the integrated hydro-economic system for risk management under the irreducible uncertainty of climate (and other) change. I was lead author of the World Bank’s 2015 Decision Tree for Confronting Climate Uncertainty in Water Resources Planning and Project Design, and a primary scientific contributor to UNESCO’s 2018 Collaborative Risk Informed Decision Analysis, the International Hydropower Association’s 2019 Climate Resilience Guide, and the California Department of Water Resources’ 2019 Climate Change Vulnerability Assessment. In 2022 I served as the Climate Resilience Lead for the United Nations Economic Commission for Africa.I have experience managing climate change risk assessments for water projects in California, Mexico, Sub-Saharan Africa, South Asia, Southeast Asia, and the Middle East, and have served as an expert consultant for the World Bank, the European Bank for Reconstruction and Development, the International Finance Corporation, the United Nations Development Program, the United Nations Economic Commission for Africa, the World Food Program, and the Millennium Challenge Corporation.

Advisory Panel Member For The Hydropower Sector Climate Resilience GuidelinesEbrd Jul 2018 - Jun 2019London, GbThe Hydropower Sector Climate Resilience Guidelines aim to develop a systematic approach to incorporating resilience to climate change and natural disasters in hydropower projects. The guidelines were developed to serve as guidance for practitioners, and are based on the Decision Tree Framework, work done under the World Bank’s Water Global Practice. They are now ready to be tested in pilot projects around the world by international financial institutions and hydropower project owners. Feedback received from pilot projects will be used to update and finalize the guidelines. -

Fulbright FellowInstitute Of International Education Sep 2008 - Jun 2010New York, New York, UsDesigning a mathematical program, or optimization model, to determine the least cost strategy for development and management of Greater Amman’s water and wastewater system. The multi-disciplinary project consists of 3 primary components: 1) a survey of the current application of “robust optimization” to water systems planning and management, and suggestions for the re-orientation of robust optimization practices to emphasize water system performance metrics such as reliability, resilience, vulnerability and sustainability; 2) a study of the climate change effects expected in Amman, and suggestions for least-cost climate change adaptation strategies; and 3) consideration of distributional and equity issues in the development and management of Amman’s water system, such as intermittent supply scheduling, storage availability and tariff structure. -
