Manage multiple Motorist Services, congestion management, and public safety programs including the Orange County Freeway Service Patrol (FSP) program, the Orange County Service Authority for Freeway Emergencies (SAFE) Call Box Program, the Motorist Aid and Traveler Information (511) program. Until recently, also managed the Orange County Taxi Administration Program (OCTAP, sunsetting 12/31/2020) and Transit Division Lost and Found programs. Directly manage or provide support for multiple Community Transportation Services projects and programs including the Orange County ACCESS, Orange County Senior Mobility, Orange County Senior Nutrition, Orange County Contracted Fixed Route, and other community transportation projects.Develop or assist in the development of scopes of work and service standards for contractor procurements, manage or assist in the management of multiple contracts and contractors, monitor programs, analyze data and trends, develop and implement business processes, develop or assist in the development of strategic plans designed to meet current and future program needs and increase program effectiveness, make recommendations and implement changes designed to improve program effectiveness. As the department analyst, there was heavy emphasis on the collection, maintenance, and analysis of service data for different programs, developing business processes that would be turned over to Program Managers and contractors for implementation, forensic analysis of service data to assure data quality and reliability, and monitoring contractor performance.

Function as a Coach Operator for OCTA’s Fixed Route Services, act as a behind the wheel trainer (BWT), participate in OCTA Coach Operator Management Assistance Program (MAP) assignments. MAP assignments included assignments in field supervision, human resources, and transportation program oversight.Function as a Field Administrator on special assignment to the Community Transportation Services section, managing the ACCESS Service Communications Center (Call Center, Scheduling Center, and Dispatch Center), and communications center staff, coordinate outsourcing activities create contractor provided dispatch services for the ACCESS service (while still managing call center and scheduling center), recruit, train, and manage communications center staff, eventually outsource all ACCESS communications center functions, manage transition to contractor provided services.
