- Responsible for human resource (HR) matters in the field - supervised 10 staff members at MSF headquarters in Geneva, responsible for an average of 400 field staff per year (Doctors, Nurses, Midwifes, Lab Technicians, Chemists, Administrators, Engineers and Logisticians).- Plans of action, objectives, and resources, with a total budget of 1.3 M CHF per year.- Planning of yearly needs including the creation, monitoring and renewal of field positions; adaptation and response to unforeseen emergencies; regular follow-up of all field positions.- Development of new recruitment tools (tests, recruitment centre), and partnerships (Geneva Cantonal Hospital, medical schools and university, Tropical Medicine Institute, engineering school).- Coordination and supervision of the HR pool ensuring the presence of experienced staff.- Responsible for a pool of Head of Missions and Medical Coordinators (including recruitment, training, briefing/debriefing, support, evaluation and development).- Planning of training needs.- Providing briefings and advice on HR management issues to both headquarters and field staff.- Intervention in HR conflict management and HR emergency situations. - Reporting: orally, written, statistics.- Representing MSF when meeting with authorities at humanitarian platforms, and during cultural events.- Support the MSF “Access to Drugs Campaign” to develop pharmaceutical R&D (recruitment, organisation of liaison with the field, field visits in TB and AIDS projects, events organisation and facilitation).

- Responsible for the creation of action plans meeting clearly defined objectives with resources (annual budget of 1.2 M USD in Afghanistan; 65 M USD over a 9 months’ time period in South Sudan).- Representing MSF when meeting with local authorities, United Nations (UN) agencies, and non-governmental organisations (NGOs).- Technical and logistics management of general organisation, medical and logistical supplies, transportation, construction of warehouses and pharmacy structures, water and sanitation, communications, and implementation and supervision of logistical projects.- HR management of local recruitment, briefings, trainings, team management, work plans, termination of contracts. (Afghanistan: 120 local employees and expatriates; South Sudan: 600 expatriates).- Administrative management of contracts, payroll, insurance coverage, and “leave”.- Responsible for security matters including the writing and up-dating of security guidelines, briefing newcomers, monitoring contacts, and information gathering, analysis and sharing of information, ensure proper lines of communication.
