As a buyer my duties have varied widely. I deal with subcontractors to repair Navy vessels, however, with that comes a plethora of logistical, contractual, and negotiation issues. There is a lot to consider when creating a purchase order to contractually oblige a subcontractor to a specific scope of work, especially when their work could be performed as early as the next day and as far away as Southeast Asia. Working with the government to ensure that the proper funds are authorized and that our workers have the proper equipment and tools anywhere in the world has been amongst the largest of challenges. Drafting procurement summaries to justify pricing and source selection is paramount in government procurement. Additionally, I have negotiated subcontractors' rates to save thousands of dollars for the United States Navy, and subsequently all of us as taxpayers. Occasionally, a subcontractor will reject General Dynamics NASSCO's Terms and Conditions at which point I work with the legal department to negotiate Terms and Conditions that both parties can agree upon.
