Reflecting PEC's determination to be more effective statewide in selected program areas, Patrick Starr serves as a leader/facilitator of programming across Pennsylvania. PEC has core strengths particularly in regional trail planning, watershed resource management, and energy & climate programs.PEC is a leader in the Power of 32+ regional trail initiative, Starr is PA Vice President of the Circuit, and PEC is co-convener of the NE PA Trail Rountable. PEC also coordinates the PA Water Trails Program and has coordinated River Towns programs on the Monongahela and Schuylkill Rivers.In the realm of watersheds, PEC has led the way in municipal partnerships to implement "green" stormwater management that treats rainfall as precious, to be captured and infiltrated, not as pollution to be channeled and discharged. In southeastern PA, PEC is a leader in partnering with municipalities and watershed associations to seek solutions to stormwater pollution challenges."We have excellent programs that are locally-focused that have for years informed PEC's practical results oriented policy positions," says Starr. "Now, under Davitt's leadership, we are determined to build these local programs into powerful statewide initiatives. I became regional director for PEC's Southeast Office in 1999. My primary responsibilities were determining program priorities and obtaining resources for initiatives and projects. I became deeply involved in smart growth and sustainability initiatives throughout Greater Philadelphia. Previously, I served as the first Director of the GreenSpace Alliance of Southeastern Pennsylvania, a coalition of organizations devoted to preserving open space, and in particular, assuring that adequate funding was available to protect cherished cultural and natural landscapes in Bucks, Chester, Delaware, and Montgomery counties.

Working under the Commissioner of Streets, I advanced specific policies and Departmental initiatives. I interacted with community/civic groups, members of City Council, and worked cooperatively with strategic development initiatives in the Department. Major accomplishments: criminalization of illegal dumping (state law), establishment of the SWEEP enforcement program, and greatly improved partnerships with outside organizations.

Greater Philadelphia Area

I created the guided architectural tour program by training a dozen volunteer docents about how to communicate the richness of Philadelphia's architectural history. I created and edited, CitySITES, a quarterly magazine focused on urban design issues. I served as staff to the board committee on Civic Issues that advocated for quality urban design in public and private projects undertaken in the City of Philadelphia.
